ODOT District 4 is preparing plans for the rehabilitation of Interstate Route (IR) 680 between IR 80/State Route 11 to just past the South Avenue interchange in Austintown Township and the City of Youngstown, Mahoning County. 

The proposed improvements include the following:

  • No additional lanes, entrance ramps, or exit ramps will be built
  • 7.3 miles of pavement replacement/rehabilitation on:
    • IR 680 mainline in both directions
    • Multiple entrance ramps and exit ramps
  • Permanent closure of the entrance ramp from Mahoning Avenue eastbound to 680 southbound
  • Bridge deck replacement - IR 680 bridges over Mill Creek/Mill Creek Park
  • Bridge deck and railings repair - IR 680 bridges over Meridian Avenue
  • Lanterman Road bridge removal over IR 680
  • Lanterman Road repaving between Four Mile Run Road and Riblet Road
  • Minor repairs to several other bridges in project area
  • Storm water drainage improvements throughout project area
  • Signs, pavement markings, and lighting replaced throughout project area
  • Concrete barriers and guardrail replacement throughout project area
  • Right-of-way line fences will be replaced throughout project area
  • New paved median turnaround on IR 80 east of the IR 80/SR 11 interchange for maintenance/emergency vehicles

The project will be constructed in two different sections: the Northern Section and the Southern Section. 

Southern Section:  IR 680 from SR 193 interchange to just past the South Avenue interchange

  • Start Construction: January 2026
  • End Construction: October 2027
  • During Construction:
    • Full closure of I-680 northbound between US 62 interchange and SR 193 interchange
    • Both the northbound lanes and some ramp traffic will need to use posted detour routes
    • Both lanes southbound will be maintained on I-680

Northern Section:  IR 680 from the IR 80/SR 11 interchange to the SR 193 interchange

  • Start Construction: January 2028
  • End Construction: October 2029
  • During Construction:
    • Single lane in each direction will be maintained on I-680 in both directions
    • Some ramp closures so ramp traffic will need to use posted detour routes
    • Lanterman Road bridge over IR 680 will be removed

Access to businesses and residences adjacent to IR 680 will be maintained during construction. The proposed project is currently in the environmental engineering phase which includes environmental studies and preliminary plan development. construction needs are currently being finalized. Temporary right-of-way is required from one property to stabilize the IR 680 bridge over Mill Creek Park. No other right-of-way acquisition is required to make the necessary improvements to IR 680. 

Public Involvement

ODOT is soliciting public input on the proposed IR 680 rehabilitation work.  Public input is an important part of the project process and will be used to help guide decision-making.  The virtual public open house is open from December 26, 2024 through January 27, 2025 (see the "VIRTUAL OPEN HOUSE" tab for more information).  Questions and comments may be submitted anytime to Sean Carpenter (see the "COMMENTS" tab for more information).
