Cary has received citizen requests for traffic calming along Weycroft Avenue in both the Weycroft and Whitford Place subdivisions.  Staff have responded by collecting data on the speed and volume of vehicles traveling through the neighborhood and are working to gather input from the residents to inform potential traffic calming improvements.  Any input can be provided by emailing the Cary Project Manager using the link below.

Determination of Need

Community Acceptance

A community survey was conducted in Summer 2023.  The results from the survey and a summary of what they mean for the next steps in this project are posted below.  Staff have attempted to directly address as many comments as possible within the summary, but welcome any further questions. 

Based on the poll results and collaboration with community representatives, Cary staff are proceeding to bidding and construction with a single speed hump adjacent to the Whitford Place subdivision.  Additional traffic calming adjacent to the Weycroft subdivision did not garner sufficient support to proceed at this time so HOA representatives have requested that staff continue to evaluate Weycroft Avenue, west of Green Level Church Road in lieu of proceeding with traffic calming along Weycroft Ridge Drive.

Appropriation of Funds

Based on the data collection results, which included a highest 85th Percentile Speed of 9-mph over the posted speed limit, Cary's Traffic Calming Program recommends a community funding of 25%.  The remaining cost of any proposed traffic calming will be funded by the Cary Traffic Calming Program.

The speed hump in Whitford Place includes an estimated community funding share of $2,500. Staff have received these funds and Council has accepted them and appropriated them to the project budget.

The speed humps in Weycroft include an estimated community funding share of $7,000.  As this project has been placed on hold, staff do not intend to collect the funds at this time.

Detailed Design & Bidding

Staff solicited project bids for construction of the speed hump adjacent to Whitford Place.  A bid from the lowest responsive bidder was accepted and staff are proceeded with contracting and implementation.

Construction

Project construction is scheduled to begin the week of April 22nd in one of our three communities currently planned for speed humps.  Work will progress to Whitford Place shortly thereafter.  Some pre-marking and site reconnaissance work may take place prior.

The work should take less than one month to complete.

Maintenance

Cary staff have been observing this neighborhood to evaluate how the road network complements the surrounding area.  Data collection is an important facet, as is community input and feedback.  This project webpage is set up to communicate the former and facilitate the latter.

Traffic counts have been completed along several roads in this area, including:

  • Weycroft Avenue, west of Green Level Church
  • Weycroft Avenue, east of Green Level Church
  • Weycroft Grant Drive
  • Weycroft Ridge Drive

The results are summarized below in Traffic Summary Reports posted to the Documents section.  Please note that the summaries are subdivision-specific, with separate reports for Weycroft and Whitford Place.  We encourage all potentially impacted citizens to review the documents presented and share with their neighbors.

Cary staff have also prepared conceptual designs for traffic calming to solicit input and gauge support for traffic calming within the community.  Those designs are also posted in the Documents section.  In order to better understand the neighborhood reaction to these concepts, a survey was made available to all citiziens in the area.  Cary staff are happy to meet directly with community representatives as we move through this process.  Based on the survey results and subsequent discussions with community representatives, staff are proceeding as follows:

  • Staff recommended to proceed with formal community acceptance (petition) and subsequent construction of the single speed hump on Weycroft Avenue, east of Green Level Church and adjacent to Whitford Place.  Additional information on the process for formal community acceptance and appropriate of funds can be found in Cary Standard Procedure 111.
  • Staff collaborated with representatives of the Weycroft subdivision regarding traffic calming along Weycroft Grant Drive and agreed to pause on the project due to a lack of support from the community.
  • As requested by the Weycroft community, staff are continuing to evaluate Weycroft Avenue, which is a Collector Street, to determine if additional traffic calming might be appropriate.  As a Collector Street, any improvements to Weycroft Avenue would be recommended and fully funded by Cary.

In accordance with Cary's Traffic Calming Program standard procedure, this project may proceed with either (1) endorsement by the Homeowner's Association after a documented notification of the HOA membership, or (2) support via petition of at least 70% of the residents within the direct impact area as shown on the Area of Influence map (posted above).  All stakeholders, including those not represented on the map, are encouraged to submit their input via email, survey and/or by contacting the Cary Project Manager.
