Kentucky Public Transportation Infrastructure Authority

KPTIA was established in 2009 by the Kentucky General Assembly to review, approve and monitor significant transportation projects within the commonwealth and between the commonwealth and the state of Indiana and, if necessary, to assist with the operation, financing and management of these projects.KPTIA oversaw the development and construction of the Louisville-Southern Indiana Ohio River Bridges Project and continues to oversee its maintenance and operations.The Authority has 11 voting members and is chaired by the Kentucky Transportation Cabinet Secretary.

Kentucky-Indiana Joint Board

Kentucky-Indiana Tolling Body

The Tolling Body is responsible for developing tolling policies that will be the basis for determining future toll rates. The Tolling Body consists of members of the Joint Board, plus one additional representative from the Indiana Finance Authority and one addition representation from KPTIA.

Motor Vehicle Commission

The Kentucky Motor Vehicle Commission helps ensure that buying and selling vehicles in Kentucky is fair, transparent, and in compliance with state law. The Commission oversees the licensing of motor vehicle dealers, salespeople, manufacturers, distributors, and their representatives under KRS Chapter 190. By setting and enforcing these standards, KMVC helps maintain a professional and accountable vehicle marketplace across the Commonwealth. KMVC also serves as a consumer protection resource. The agency reviews and investigates complaints related to dealership practices—such as issues with vehicle title transfers, trade-in processing, and the use of dealer plates or temporary tags. While the Commission does not handle restitution or financial recovery, it works to address violations and improve compliance.

Ohio River Crossing (ORX)

The Tolling Body is comprised of the chairman of the Kentucky Public Transportation Infrastructure Authority (KPTIA), a person designated by the chairman, the secretary of KYTC, the commissioner of the Indiana Department of Transportation (INDOT), and a person designated by the commissioner of INDOT. The Tolling Body is responsible for developing tolling policies, including toll rates and business rules.

Special License Plate Committee

The Special License Plate Committee reviews applications for new special license plates, determines whether applicants and plate designs meet state requirements, and meets as needed to address issues related to the design and issuance of special license plates.

Water Transportation Advisory Board

The Water Transportation Advisory Board (WTAB) helps guide Kentucky’s efforts to strengthen and grow its water transportation system.The board works closely with Kentucky government leaders to provide input on policies, priorities, and investments that support the efficient use of Kentucky’s rivers and public riverports. Its role is focused on ensuring resources are directed where they can have the greatest impact on economic development and freight movement. Key responsibilities include:Advising on strategies to improve and expand water transportation across the stateRecommending priorities for funding and investment in riverport projectsReviewing grant applications and recommending projects for fundingSupporting the development and promotion of Kentucky’s riverport systemHelping define and support the state’s role in water transportation initiatives
