Board of Adjustment

About the Board:The Board of Adjustment is the appointed body of the City responsible for appeals and quasi-judicial decisions under the zoning regulations. The Board of Adjustment consists of seven members appointed for a term of three years. Members may be reappointed for an additional three-year term. The Board has the authority to review and make the final decision on zoning variances, conditional use approvals, and appeals of administrative decisions (Article 1, Section 1.2.5 of the Unified Development Code). Additionally, the Board has the authority to hear appeals and affirm, modify, or overrule the final decision on site plans, temporary use approvals, administrative use approvals, and administrative adjustments (Section 1.2.5).Board of Adjustment MeetingsThe Board of Adjustment meets on the third Thursday of the month at 6:00 pm in City Council Chambers. Agendas are available one week prior to the meeting. The agendas contain links to the staff reports for the corresponding projects and a Zoom link to attend the meeting virtually. All public comment made at the meeting must be relevant to the item being discussed. All other comments will not be heard and you may be removed from the meeting.Minutes are available 1-2 meetings after the respective meeting, and Video/Audio recordings are available upon request.For minutes and agendas, click here.

To hear and rule on appeals of an aggrieved party from decisions of the Building Official, the Historic Preservation Board, and other proceedings as provided by City Code in order to determine the suitability of alternate materials and types of construction, and to provide for reasonable interpretations of Building and Technical Codes adopted by the city.This board meets the first Wednesday of each month on an as-needed basis. The Cheyenne Passenger Rail Commission was created in December 2023 to promote the return of passenger rail service to Cheyenne. Specifically, the commission is tasked with:Working directly with Colorado’s Front Range Passenger Rail District and federal representatives,Serving as a decision-making body for planning efforts, andPledging support for a Service Development Plan for the extension of passenger rail service to Wyoming. The commission meets as needed. Community Technology Advisory Council

The Community Technology Advisory Council is established to champion projects and positions, research issues and collect public input, encourage and promote affordable access to and use of information and communications technology, and promote and advise effective electronic civic engagement and e-government services. Housing & Community Development Division Advisory Council

The Housing & Community Development Division Advisory Council's primary role is to serve as a liaison between the H&CD Office and community residents in receiving input on very low, low and moderate-income needs and between the Cheyenne City Council and community residents to express identified needs. During the H&CD Office grant cycle, the Advisory Council oversees the grant process and makes recommendations to the City Council for funding.  In addition, the Advisory Council conducts site visits and evaluations on sub-grantees throughout the year. The council meets monthly on the first Wednesday of the month. The Planning Commission hears testimony from the public regarding development actions and makes a recommendation to City Council. The Commission reviews zone changes, plats, vacations and revisions to the Unified Development Code. Members of the Planning Commission are appointed by the Mayor. Public Transit Advisory Board

The Public Transit Advisory Board reviews the Transit Development Program; presents recommendations and updates; creates a forum for the exchange of ideas among City personnel, Public Transit Advisory Board, and concerned citizens; and acts in an advisory capacity to the City of Cheyenne, concerning the transit system, and disseminate information to the public on planned transit improvements. The board meets four times per year. Urban Renewal Authority

Urban renewal is a state-enabled economic development tool used to revitalize deteriorating or underdeveloped areas. Redevelopment of urban areas is often more expensive than new development, so public action through an Urban Renewal Authority can be used to encourage private investment in the area. The Wyoming Urban Renewal Code enables municipalities to set up Urban Renewal Authorities which have the ability to designate Urban Renewal Projects. These projects can use a variety of tools for redevelopment, including tax increment financing (TIF).  Cheyenne's Urban Renewal Authority (URA) is comprised of a board of five members knowledgeable in community planning, urban renewal, and business management. The URA reviews Urban Renewal Plans and Projects for specific areas and makes recommendations regarding the use of Tax Increment Financing (TIF). The Urban Renewal Plans and Projects and TIF-related development agreements require approval by the Governing Body. The URA meets monthly. For agendas and minutes information, click here.
