Thank you for visiting this page regarding the second phase of the Point of Rocks Stream Restoration Project. There was a public meeting held virtually on June 23, 2021. We have incorporated feedback from the meeting held in 2021, including building a pedestrian bridge to allow for safe crossing once the dam has been removed. The Maryland Department of Environment reclassified the berm of the stormwater pond as a high hazard dam. The County had to revise its plan for the stormwater pond/dam and stream restoration. MDE’s classification of the dam indicated that embankment failure could result in a dangerous “wall of water” affecting Maryland Route 28, the MARC train parking lot, and nearby homes. To mitigate this risk, the County revised their plan to include removal of the embankment (dam), create small pocket wetlands, restore the stream for safe stormwater conveyance, and build a new pedestrian bridge to maintain community connectivity between homes, parks, and the MARC station.
Since the public meeting was held in 2021, the County has secured a grant from FEMA to offset some of the cost of this project.
