Background Information and Proposal:
This text change proposes amendments to the Campus zoning district. The Campus zoning district is a special district designed to be used for large-scale public or institutional uses such as universities or hospitals. It is intended to provide flexibility and predictability of development through the master planning process. The application of the Campus district to any property requires a rezoning and the approval of an accompanying master plan document. While the Campus district has been available since the adoption of the UDO in 2013, to date it has not been utilized on any property in the City. Staff is proposing changes to encourage its use that focus on three broad areas:
- Remove the Campus district column from the table of permitted uses and allow the campus master plan to designate the allowable uses. This would mirror the existing language and process for the similar Planned Development (PD) district.
- Remove the specific height requirements and allow the campus master plan to designate the maximum allowable heights through the master plan.
- Revise the application standards, to remove and replace the requirement for submittal of a ‘street and block’ plan. Campus-type developments often include networks of private streets and drives that provide connectivity, but do not meet the definitions and requirements of typical city blocks.
