DX Digital Signs (TC-7-21)
This text change creates a new special sign type called “DX digital signs” in Sec. 7.3.13 of the Unified Development Ordinance (UDO) that employ technologies such as LCD, LED and projection to display content such as digital images, video, streaming media and information.
Background information and Current Rules:
Before the Pandemic, the success of downtown Raleigh, including large event spaces such as the Raleigh Convention Center (RCC) and Performing Arts Complex (PAC), was a major contributing factor to the economic development of the City. During this time period, RCC and PAC staff expressed the need for enhanced digital signage to allow the RCC and PAC to remain competitive with alternate markets. Because of the success with increased distribution of vaccines and other protective measures, many pandemic related restrictions are being lifted which will allow large event venues such as the RCC and PAC to resume regularly hosting public events and performances. The enhanced digital signs are presently not permitted under the UDO. Accordingly, certain revisions to the UDO are necessary to allow the enhanced digital signage to be installed and employed as described in this ordinance.
Proposed Text Change:
- The proposed text change creates a new special sign type called a DX digital sign.
- The proposed text change limits the use of DX digital signs to the DX zoning district and to very specific venues (civic buildings, outdoor sports or entertainment facilities meeting specified minimum seating capacities).
- The proposed text change also exempts the DX digital signs from compliance with certain UDO provisions for which compliance would prove impractical.
