Above the Mud Project
The City of Hendersonville is developing a grant application for the Above the Mud Project and we want your input!
The RAISE grant (Rebuilding American Infrastructure with Sustainability and Equity) is a US Department of Transportation (USDOT) program that could provide millions of dollars to improve transportation infrastructure.
The City of Hendersonville has received community input on various aspects of the project through the Gen H Comprehensive Plan, Parks & Greenspace Master Plan, Above the Mud Feasibility Study, and other engagement - but to strengthen the grant application, we are asking for additional feedback and support.

South Main Street Festival Street/Streetscape (shown in pink on the map)
- Allows better connection between Downtown, the Ecusta Trail and the existing Oklawaha Greenway and future greenway connections
- Enhances event area to make the road more pedestrian-friendly and multifunctional for festivals, concerts and community events

There are always trade-offs when infrastructure investments occur. The City of Hendersonville is particularly interested in receiving community input on the proposed project in the 7th Avenue area.
Benefits:
- Improved safety of roadway and safer mobility (driving, walking and biking)
- Improved beautification of roadway and quality pedestrian experience
- New job opportunities and economic development
- Increased property values
- Enhanced community safety by bringing more activity and more eyes on the street for shared responsibility and vigilance
- Improved air quality
- Improved public health
Considerations:
- Concerns related to equity vs. gentrification
- Increased property value can increase property taxes
- Increased property values can increase rents which could lead to displacement

Above the Mud Proposed Project
The four main components of the project are:
- South Main Street festival street/streetscape to better connect downtown with the Ecusta Trail/Above the Mud and event space enhancement
- Greenway extension from the end of the Ecusta Trail to the existing Oklawaha Greenway
- Improvements to the existing Oklawaha Greenway in Jackson Park to mitigate flooding during minor rain events to that section of the trail (boardwalk, bridging)
- 7th Avenue pedestrian and bicycle improvements from Maple Street to the Oklawaha Greenway
