Neighborhood Water Line Enhancement Projects Area 6
Asheville Water Resources has identified seven areas for neighborhood water line replacements from late 2020 through 2021. This includes multiple water lines along bustling South Tunnel Road, which will be transferred to a newer larger existing waterline; 950 lineal feet of water line on Brevard Road; and other projects, including two residential areas in Buncombe County served by the City of Asheville.

The water line replacements are being done as ongoing maintenance and system improvement. On average, Asheville Water Resources has replaced about 25,000 feet of water lines each year for the past five years.
For this project, Water Resources is investing $2.1 million on construction and engineering services. Workers will be installing 10,420 feet of pipe with this project consisting of 6-inch through 8-inch water lines.
Here’s a list of the projects:
Old Shoals Road Ext. - Installation of 1791 linear feet of waterline from the intersection of Old Shoals Rd to the end Old Shoals Road Ext. This project will be replacing an undersized, leak prone waterline. Once this project is completed Old Shoals Road will be paved for the full length of the road.
Monte Vista Pl. - Installation of 794 linear feet of waterline from the intersection of Monte Vista Road to the end of Monte Vista Pl. This project will be replacing an undersized, leak prone waterline. Once this project is completed Monte Vista Pl will be paved for the full length of the road.
Downing St - Installation of 1082 linear feet of waterline from the intersection of Florida Ave to Burton St. This project will be replacing an undersized, leak prone waterline. Once this project is completed Downing Street will be paved for the full length of the street.
Frederick St. - Installation of 470 linear feet of waterline from the intersection of Choctaw St to the end of Frederick St. This project will be replacing an undersized, leak prone waterline. Once this project is completed Frederick St will be paved for the full length of the project area.
Britt Dr. - Installation of 470 linear feet of waterline from the intersection of Swannanoa Ave to the end of Britt Dr. This project will be replacing an existing undersized, leak prone waterline. Once this project is completed Britt Dr will be paved for the full length of the project area.
Hilltopia Rd & Plateau Rd - Installation of 1181 linear feet of waterline from the intersection of Cisco Rd to the end of Hilltopia Rd and from Old Haw Creek Rd to the end of Plateau Rd. This project will be replacing an existing undersized, leak prone waterline. Once this project is completed Hilltopia Rd will be restored back to its original condition and Plateau Rd will be paved for the full length of the project area.
Pine Tree Dr - Installation of 524 linear feet of waterline from the intersection of College Cir to the end of Britt Dr. This project will be replacing the existing undersized, leak prone waterline. Once this project is completed Pine Tree Drive will be paved throughout the construction area where the waterline was installed within the pavement area.
Livingston St & Depot St - Installation of 4100 linear feet of waterline from the intersection Victory Road to Depot St and then from Livingston St to the bridge that crosses Town Branch. This project will be replacing the existing undersized, leak prone waterline along both roads. Once this project is completed Livingston St and Depot St will be paved for the full length of the project area.

The City of Asheville provides water to approximately 60,000 service connections for residential customers, businesses and industries. The City owns 22,000 acres of forested mountain watershed surrounding our primary reservoirs, making it one of the largest municipally owned watersheds in the United States. Water Resources leak detection crews, which rove the system, “listening” for potential underground pipe leaks so they can be addressed before a break occurs.
GIS data analysis of areas with frequent breaks, which then become prioritized for pipe replacement as Capital Projects initiatives.
Neighborhood water line enhancement areas, as listed above.
The North Fork Dam Improvement Project, nearing completion, which will provide our community a safer dam with additional capacity.
