What is the project?
The proposed project consists of roadway reconstruction and drainage improvements to Central Avenue from Verity Parkway (Canal Street) to Charles Street in the City of Middletown. The project also includes the replacement of two traffic signals, water main, lighting, and streetscape improvements.
Why is the project needed?
Improve Safety
The project is needed to improve safety at the intersection of Central Ave/Verity Parkway and Central Ave/Clinton Street. A total of 62 crashes occurred at these intersections in 2015, 2016, and 2017. This project will mitigate these crashes by updating signal equipment, re-timing signals based on current traffic patterns, and installing left-turn lanes on Central Ave.
Upgrade Aging Infrastructure
The project is also needed to upgrade the aging infrastructure that is in poor condition.
- Pavement that is currently rated poor/very poor will be replaced
- New curb inlets and storm sewer will be installed where necessary to meet new federal requirements
- New smart lighting to improve street lighting and provide additional functionality
Why is public input needed?
Because of Central Avenues' historic significance and location in the Central Avenue Historic District, the city is seeking consulting parties for the replacement of the roadway moving forward in the project development process. The city would also like to gather comments and feedback on certain impacts and aesthetic elements in the project's design.

Why are we holding a virtual public meeting?
Due to the current health situation, The City of Middletown and ODOT are hosting virtual public involvement meetings to engage and seek input from the public about the reconstruction of Central Avenue.
