Wisconsin Avenue Development Framework
To implement the 2021 update to the Comprehensive Plan, the DC Office of Planning is undertaking the Wisconsin Avenue Development Framework in 2022-2023. The framework will recommend new zoning that can deliver additional housing capacity in this high-opportunity, mixed-use corridor, examining key sites and public space improvements around the Friendship Heights and Tenleytown Metro Station areas.
Wisconsin Avenue Community Design Conversations - Part #2 Friendship Heights
As part of the planning effort for housing opportunities in Rock Creek West, the Office of Planning is launching the Wisconsin Avenue Community Design Conversations, a 2-part series of engagements focused on exploring the opportunities that exist for future design and development along the Wisconsin Avenue corridor, with a particular focus on Tenleytown and Friendship Heights.
Stakeholders can attend the Community Design Conversations on a walk-in basis, between 10:30am and 1:30pm, and engage in the way that is most meaningful for them, be it through providing written input to convening in a small group discussion.
Through these engagements, community members and stakeholders will be invited to participate in a facilitated experience that:
- provides background context on the planning objectives for this process;
- explores scenarios for future development opportunities that maximizes housing production, particularly affordable housing that support residents with a range of household incomes; and
- creates spaces for dialogue to share ideas and feedback that can be incorporated into final development and public realm opportunities.
This process is open to all, and we encourage all who are interested in exploring the potential for future planning and development opportunities in Ward 3 to attend.

The Draft Wisconsin Avenue Development Framework has been released Tuesday, September 26 for a public comment period running through Wednesday, November 15, 2023.
Community members can use this comment form to provide feedback on any parts of the draft. After the public comment period, OP will revise and release the completed Wisconsin Avenue Development Framework with a summary of any changes made in response to public comments and a record of the comments received.

PROJECT OVERVIEW
The Wisconsin Avenue Development Framework is a neighborhood planning effort focused on the Friendship Heights and Tenleytown neighborhoods and is part of a broader Rock Creek West Corridors Planning initiative outlined in the 2021 Rock Creek West Roadmap. The planning process is led by the Office of Planning (OP) and is intended to implement the Comprehensive Plan Act of 2021, particularly where land use designations have been updated along Wisconsin Avenue.
The Wisconsin Avenue Development Framework will provide specific guidance on possible zoning changes consistent with the Comprehensive Plan that can deliver additional housing capacity in this high-opportunity, mixed-use corridor. This guidance will inform potential Zoning Map Amendments or Planned Unit Developments. The Wisconsin Avenue Development Framework will also provide guidance on a commercial action strategy focused on Friendship Heights and a public realm plan for the entire study area.
