Avon Circulation Accessibility Parking Study
The purpose of the Village of Avon Circulation Accessibility and Parking Plan (CAP) is “to study vehicle circulation, especially heavy freight traffic on primary Village transportation corridors, identifying locations at which to prioritize pedestrian, bicycle, and vehicle circulation and safety improvements. The analysis will build on the recently adopted Comprehensive Plan update and include an assessment of parking inventory and utilization characteristics, in order to make more efficient use of the transportation network as a whole.”
This transportation planning study is funded with federal planning funds made available through GTC’s '20-'21 Unified Planning Work Program. The project sponsor is the Village of Avon. The consulting firm is T.Y. Lin International of Rochester. The Village of Avon and consultants hosted the second public meeting on Wednesday, September 23, 2020. A recording of the presentation and question/answer session is provided below. The purpose of this meeting was to present the draft recommended alternatives for community feedback and allow for interaction with the project team on those topics. Comments will continue to be received through Friday, October 2nd and will be considered by the Project Advisory Committee and T.Y. Lin International when evaluating and selecting those strategies that will serve as the recommendations to be included in the study's final report.
Additionally, please review the concept alternatives below and indicate your preference or level of support. Regarding the intersection of Genesee and Clinton Streets, please share with us your considerations in approving or disapproving of the design. Click any image to enlarge.

Public Meeting #2 - Avon Circulation Accessibility & Parking Study
Please join us to discuss conceptual improvement alternatives throughout the village designed to improve safety and access for users of all modes of transportation.
The project team will present draft recommended alternatives for community feedback. Comments received at this second public meeting will be considered by the Project Advisory Committee and T.Y. 5 & 20 Corridor Section 1 (Hal-Bar Road to the Circle)
- 6' Bicycle Lanes and 11’ travel lanes
- Maintain Existing Pavement Section – NYSDOT is planning to mill and resurface the road in the future. No specific date is set.
- Center Turn Lane – Current width is approximately 14’, which would be reduced to approximately 13’-2” in this section to accommodate 6’ bike lanes and 11’ travel lanes.

- Extend concrete median near St Agnes School to force vehicles leaving the parking lot to use Prospect Street to access the roundabout

- Relocate stop bar and stop sign on south side of the circle to eliminate right-turn movements and angled-parking backup conflicts
- Update and add pedestrian crosswalks from Genesee Street to access the circle park along most common pedestrian travel routes
- Use textured treatments to increase visibility

- 6' bicycle lanes

- Three-way stop sign to reduce traffic speeds
- Bump-outs (curb extensions) at intersection to shorten pedestrian crossing distances
Public Meeting Avon CAP - Existing Conditions
The purpose of this meeting was to present the results to date on the inventory of existing and planned conditions and associated needs assessment. The inventory and assessment included analysis conducted by T.Y. Lin International using various data and your insights and knowledge. Public input from this meeting has allowed us to finalize these components of the Study and obtain comments on potential solutions to the identified needs in the Study Area.
