JTA is studying opportunities for transit-oriented development (TOD) along the five-corridor system developed in the Ultimate Urban Circulator (U2C) project. The U2C TOD study is funded through a grant from the Federal Transit Administration (FTA). The purpose of the grant program is to examine ways to improve economic development and ridership, foster multimodal connectivity and accessibility, improve transit access for pedestrian and bicycle traffic, engage the private sector, identify infrastructure needs, and enable mixed-use development near transit stations.

The study has three phases:
Existing Conditions Analysis – Where are we today?
TOD and the Downtown Vision – Where do we want to go?
Implementation Mechanisms – How do we get there?
