THIS MATTER is before the Buncombe County Board of Elections to hear the challenge filed by Tina Lunsford (the “Challenger”) to the candidacy of Victor L. Morman (the “Challenged Candidate”) for the Buncombe County Sheriff. The Buncombe County Board of Elections is serving as the panel assigned to hear this challenge pursuant to N.C.G.S. § 163-127.3 (“the Panel”)
