Village of Perry - Center Street Study (Public Outreach Phase 1 - Existing Conditions & Needs)
The first step in recommending worthwhile concepts for improvements to the transportation system is to identify and verify the existing conditions and needs. The technical project team will look at condition ratings and previous reports and studies, but the best way to gather insight on the current situation is to ask the community to identify local issues and needs based on local knowledge. People that live, work, attend school, or do business know the most about problem areas. The planning team will compile all the data and devise concepts to address some of the highest priorities to carry forward.
Survery Summary (Nov. 2021)
A community survey was developed to engage the community and gather feedback on Center Street, its existing conditions, transportation system needs and priorities for the corridor.
With the support of the Advisory Committee and GTC, the survey was formed and launched on Wednesday August 11th and stayed open until Wednesday August 25th. The survey had questions that included numerous opened -ended questions and opportunities to add comments to closed-ended questions. Open-ended questions and closed-ended questions that allow a comment are important because they help overcome any unintended bias in the survey instrument and to allow survey respondents to clarify their responses. To publicize the survey, the link was promoted through the project and Village website. The link to the survey was also distributed via email and was promoted at the first Public Meeting for the project on August 12th, 2021.
The survey had 61 participants. The majority of participants were residents of the Village of Perry. Other participants included seasonal residents, visitors to the area, and those who travel to Perry for work.
The majority of respondent’s primary mode of transportation within the Village was a personal vehicle (30). Other participants named walking, biking and use of public transit. Participants were asked if they have considered walking or biking as a mode of transportation and why. The majority of open ended responses noted they do not walk or bike due to safety issues surrounding lack of crosswalks, inadequate sidewalks and busy traffic.
Participants were asked to share their thoughts and observations about their travel experience if they already walk or ride a bicycle along Center Street including positive aspects as well as suggested improvements. Answers included:
- Walking is difficult due to lack of sidewalks and sidewalk quality
- Lack of crosswalks
- Too close to traffic
- Need designated crossing areas
- Need defined entrances for businesses
- Center Street feels auto oriented
The participants were then asked a series of questions where they could answer by sliding a scale bar to indicate importance of different potential improvements for Center Street. Pedestrian Facilities/Traffic Calming and Vehicle/Traffic Flow were the two highest averages, both resulting with a score (78/100), with consideration of Center Street’s drainage system was the third highest score (71/100).
Appearance/Streetscaping, On-street parking, and connections to Recreation and Trail Connectivity were among the lowest scoring improvements.
To wrap up the survey, respondents were asked to describe their vision for Center Street in the Village. A number of common themes and improvements emerged including:
- Safe and comfortable
- User-friendly
- Accessible

On behalf of the project sponsor, Village of Perry, welcome to the first public open house meeting to kick off the Transportation Safety and Access Planning Study. Specifically, the study will look at the Center Street corridor and how it fits into the transportation system.
We will provide tents to protect from sun and rain, chairs for comfort and coloring sheets for the youngsters. There is no formal presentation, but rather the project team will staff tables displaying information about the planning project, the goals and most importantly, to engage with people who frequent the study area whether by car, bicycle, or foot, to gather insight of local transportation-related issues and needs.
