The applicant, Courthouse Place Lender LLC (Penzance), proposes a Site Plan Amendment to SP #162 to demolish the existing office building and construct a new 18-story multifamily residential building with approximately 341 units. Additional details include:

  • 364,064 sf of residential GFA (11.6 FAR)
  • Below-grade parking garage (existing structure to remain):
    • 0.41 parking spaces per unit (142 spaces);
    • 10 visitor spaces
  • Exterior loading area to remain
  • Additional density requested: 214,064 sf (above 4.8 FAR base max.)
  • Additional height requested: 14 feet above base max. (194 feet proposed; base max. is 180 feet)
  • LEED Silver certification; minimum 20% energy optimization
  • Zoning Modifications Requested: additional density, additional building height, reduced parking, reduced loading, increased compact parking, and density exclusions.

As you respond, consider the following questions:

  • Given the Courthouse Sector Plan Addendum guidance, and bearing in mind that the applicant proposes to reuse the existing parking garage, do you have any concerns or comments about the proposed site layout?
  • Because the subject zoning district counts the height of the mechanical penthouse, the applicant is requesting approximately 15 ft. of additional height, for a total height of approximately 195 ft. (18 stories). Do you have any comments or concerns about the proposed building height?
  • Do you have any other general comments or concerns about the proposed orientation or massing of the proposed tower?

Sustainability

The applicant is not requesting additional density under the “automatic update” requirements of the 2020 Green Building Incentive Policy (GBIP). However, consistent with the GBIP policy for projects not seeking additional density, the applicant is proposing to achieve at least LEED Silver v4 certification (LEED scorecard projecting Gold certification), along with the following commitments:

  • Energy Star appliances and lighting,

  • Water Sense plumbing fixtures,

  • Energy benchmarking for a minimum of 10 years via Energy Star Portfolio Manager

  • Energy cost savings over ASHRAE 90.1 2010: ≥ 20%, and

  • EV charging: 2% EV-ready

  • Electrification of local HVAC, domestic hot water, and unit appliances
