Bikeable Baltimore Region Project - Phase 1
Bikeable Baltimore Region (BBR) is a plan to create a safe, connected, and comfortable bike network that serves the entire Baltimore region. The goal is to provide people of all ages and abilities with the option to bike to where they need to go including public transit, schools, jobs, parks, and other essential destinations.
In 2024 and 2025, the Baltimore Metropolitan Council (BMC) on behalf of the Baltimore Regional Transportation Board (BRTB) worked with community members, advocates, and government partners at the local, regional, and state levels to identify this network. The result is the BBR Network, which links communities across the region.
During the first comment period from May to July 2024, the project team gathered input on what makes a bike network safe, comfortable, and accessible. Residents shared priorities and experiences through online surveys, public meetings, and in-person interviews.
During the second comment period November 2024 to January 2025, the draft Bikeable Baltimore Region (BBR) Network was shared with the public for review. Hundreds of residents provided feedback online and at community events, identifying missing connections, priorities for improvement, and how the plan could better support everyday travel.

Overview
Your input is valuable for the Bikeable Baltimore Region (BBR) project, which will identify a regional bike network that is safe and comfortable for people of all ages and abilities. This bike network will benefit everyone by connecting our local communities and providing safe and equitable access to places people need to go like public transit, schools, work, and parks.
Why a Regional Bike Network?
Identifying a comfortable, continuous, and safe bike network made of prioritized bike facilities will ensure that funds are used where they will have the greatest impact and help cities and counties pursue federal and state funding to design and build the network more quickly. Bike facilities are spaces that support and improve the safety of bicyclists such as a path or bike lane. Bike facilities have also been shown to improve the safety of people walking and driving. Roads are easier to navigate when everyone has a place.
This project focuses on a network made up of comfortable and safe bike facilities, which include separated bike facilities and quiet roads with low car traffic. Nearly 60% of adults are interested in biking more often in those kinds of spaces, while only 5 – 9% of adults generally feel comfortable biking on the road in the same lane as cars or in bike lanes with just a stripe of paint. Imagine being able to comfortably and safely bike from your home to your favorite park, Elkridge to the BWI trail, work to dinner with a friend, the Baltimore Greenway to the NCR Trail, Towson to the Ma and Pa Trail, and so many more places.
