Baltimore Regional Transit Commission
The BRTC was established by Chapter 504, Acts of 2023 to provide input, oversight and advocacy duties related to Maryland Transit Administration (MTA) and Locally Operated Transit Systems (LOTS) in the Baltimore region. The launch of this commission marks a significant milestone in local and regional transit governance.
The sixteen Commissioners were appointed by Governor Wes Moore, Baltimore City Mayor Brandon Scott, Baltimore County Executive John “Johnny O” Olszewski, Jr., Anne Arundel County Executive Steuart Pittman, and Howard County Executive Calvin Ball III and represent transit riders, large employers and industry experts.
Following the inaugural meeting on Friday, February 2, the Commissioners' immediate focus will be organizing the commission and developing bylaws, developing a thorough understanding of transit in the Baltimore region, including challenges and opportunities, as well as listening to input from stakeholders and riders.
In the first year, the Commissioners will:
Understand and examine the financial resources available to the MTA and LOTS.
Examine system performance of the MTA and LOTS in the Baltimore region and understand challenges and successes.
Examine MTA’s key plans and programs related to the Baltimore region including the Capital Needs Inventory Report, the Central Maryland Regional Transit Plan and annual operating and capital budget requests.
Begin to identify and examine critical issues facing transit in the region.
Advocate for improvements to the transit system in the region.
Review LOTS plans and services for improved coordination between local and MTA transit services.
Endeavor to ensure that MTA’s plans, budgets, decisions, policies, goals, priorities, operations, and services address the public transit needs of residents and businesses in the Baltimore region.
