Overview
Frederick County is committed to improving early childhood care and education in order to support families and promote children’s successful development. Frederick County recognizes that lack of access to affordable, high-quality child care is a significant barrier for working families.
In early 2024, the Frederick County Division of Family Services completed a Child Care Market Study focused on the young child. The study uncovered several critical gaps in both equity, service and availability across the County. Based on the findings, priority areas have been identified to expand access and improve services.
Every child deserves access to quality care, and every working family needs reliable options. Frederick County is taking action to improve early childhood education and child care access, ensuring families get the support they need. Lack of affordable, high-quality care remains a major challenge for many families. We are committed to finding solutions.
This 2025 Child Care study is a collaborative effort between the Divisions of Family Services and Parks and Recreation. The project builds upon the findings from the previous study, with the goal of gathering information regarding child care needs and opportunities by collecting additional information from underserved and underrepresented families in the County.
Purpose
This study will inform and guide the future of child care in Frederick County. By identifying gaps and opportunities, we will determine where and how child care services should be expanded to ensure families have access to the care they need.

Formal opportunities to participate have closed, however we still want to hear from you. You can submit feedback and suggestions using the “Share Your Experience” tab.
Additionally, we encourage you to sign up to receive updates. There will be additional opportunities to learn about the findings from the study in the Fall of 2025, and subscribing will help ensure that you remain informed about where and when these events will be held.
