Why is the Town completing this study?

The Town's comprehensive transportation plan, Advance Apex: The 2045 Transportation Plan, identified a circulator route serving downtown Apex and the commercial corridor along NC 55 as the highest-priority transit project for the Town of Apex. That concept became GoApex Route 1, which began operating in July 2022. While Advance Apex identified other conceptual transit routes, as shown in the Transit Plan Map, it did not set priorities beyond GoApex Route 1. The study itself will not directly result in funding approval for projects. Rather, the purpose of this study is to develop recommendations and set priorities for implementation of future transit services and improvements for the Town of Apex.

Task 1: Gather & Analyze Data

This step involves a review of past plans and public feedback. Input on general service priorities, like frequency and coverage, will be gathered through: (1) an on-board transit survey focused on GoApex riders and (2) an online survey open to everyone.

Task 2: Create & Test Transit Options

Using the information gathered in Task 1, staff will create and test transit options using transit planning software. Options may include new routes, changes to GoApex Route 1, or other ideas.

Task 3: Develop Recommendations

Staff will review transit options with the Apex Transit Advisory Committee. Refined options will be presented to the community for input.

Task 4: Approve Study

Transit recommendations resulting from Tasks 1 - 3 will be presented to the Planning Board and Town Council. Recommendations will include priorities and anticipated phasing for new transit improvements. Any necessary updates to the Town's Transit Plan Map will be considered in a public hearing before the Planning Board (for a recommendation) and Town Council (for a decision).
