BACKGROUND: On April 11, 2023, the Board of Supervisors authorized staff to consideration a Plan amendment for Recommendation Area #3 of the S-9 Beulah Community Planning Sector, which includes the area bounded by Franconia Road, Beulah Street, and Grovedale Drive (Franconia Triangle). Fairfax County staff is evaluating potential changes to the Comprehensive Plan that include:
- 120 affordable apartments on the Franconia Governmental Center Site (FGC Site), and
- 63 townhomes and 30 multi-family units (repurposing of one office bldg.), and
- An option for future residential use, and
- An increase in planned square footage for retail uses along Franconia Rd.

Amending the Comprehensive Plan is the first step in the potential redevelopment of the Franconia Triangle. As part of the Plan amendment process, staff is evaluating the proposed land use changes while considering the opportunity for future open space, pedestrian and vehicular connectivity within the triangle, and bicycle and pedestrian improvements.
Community feedback is a key part of the study, and county staff seeks input on the replanning of portions of the area for residential use and increasing the planned square footage for retail uses along Franconia Road to align with the zoning ordinance. County staff would also like community input on the potential for open space and other improvements related to the potential land use change.
