As housing availability and affordability continue to impact residents across Delaware, Newark is actively participating in the State’s SJR8 Zoning & Land Use Reform Pilot. This statewide effort brings together local governments, state agencies, and housing experts to identify practical solutions and support strategies that improve access to safe, affordable housing.

Through our involvement in SJR8, Newark is evaluating current housing conditions, reviewing barriers to development, and exploring policy tools that can help expand housing options for residents of all income levels. In addition to this state‑level collaboration, the City is conducting public outreach to better understand community needs and ensure residents have a voice in shaping Newark’s housing future.

Our goal is to develop thoughtful, community‑informed approaches that increase housing availability, support sustainable growth, and strengthen the quality of life for everyone who calls Newark home.
