Transportation Improvement Program (TIP) Amendments - November 2024
The following amendments will be presented to the GTC Planning Committee for recommendation to the GTC Board for consideration. TIP Amendments to be presented at the GTC Planning Committee meeting on November 14, 2024, and to the meeting of the GTC Board on December 12, 2024.
NYSDOT, Ontario County, and RGRTA have requested changes to the FFYs 2023-2027 TIP. The TIP Development Committee (TDC) reviewed the proposed changes on October 17, 2024, and recommends favorable action for Proposed Council Resolutions 24-58 through 24-62.
The proposed changes were vetted through the TIP Development Committee (TDC). There were no objections raised.
Recommended Action:
Recommend action by the GTC Board on proposed Council Resolutions 24-58 through 24-62, amending the FFYs 2023-2027 TIP.
Amendments
- Proposed Council Resolution 24-58 (Amending the FFYs 2023-2027 TIP by adding the Rt 404 (Empire Blvd) Resiliency & Safety Enhancement Project)
(TIP # B24-12-MN1, PIN 440420) – NYSDOT
Add a FFY 2025 Scoping phase of $684,000 ($547,200 FA);
Add a FFY 2025 Preliminary Engineering phase of $4,585,000 ($3,668,000 FA).
The source of federal funds is the PROTECT program, with a NYS match. Project funded by NYS Main Office. This action is the addition of a new “pipeline/seed/shelf” project to the TIP, the scope of which is to provide resiliency and safety enhancements to Rt 404 in the vicinity of the Irondequoit Creek Outlet. BIN 1051310 and CINs 430076 and 430056 are anticipated for replacement.
- Proposed Council Resolution 24-59 (Amending the FFYs 2023-2027 TIP by changing the name and increasing the Total Cost of the Rt 31 over I-490 Bridge Replacement [BIN 1021690] project)
(TIP # B23-35-MN1, PIN 403110) – NYSDOT
Change the project name to “Replacement of Rt 31 bridges over I-490 and Irondequoit Creek (BIN 1021690 and BIN 1021700)”;
Change the project description from “Replace the Rt 31 bridge over I-490 (BIN 1021690) in the Town of Perinton, Monroe County” to “Replace the Rt 31 bridge over I-490 (BIN 1021690) and the Rt 31 bridge over Irondequoit Creek (BIN 1021700) in the Town of Perinton, Monroe County. Improve sidewalks, the I-490 interchange ramps, and the median in the project area.”;
Increase the FFY 2027 Construction phase from $14,198,400 ($12,778,600 Federal) to $42,398,282 (22,778,600 Federal);
Increase the FFY 2027 Construction Inspection phase from $1,419,900 ($1,277,900 Federal) to $4,239,800 ($1,277,900 Federal).
The source of existing Federal funds programmed is the National Highway Performance Program (NHPP). NYSDOT Main Office has awarded $10,000,000 in National Highway Freight Program (NHFP) funds to be used for Construction. NHFP funds are 100% Federal Aid using Toll Credits. There will be no impact on the Planning Target Funds. Additional costs for the Construction Inspection phase of the project will be covered through a non-participating share from NYSDOT. Federal funding will be requested to cover this non-participating share in the future if funds become available.
Additional funding is necessary to help close the gap between the initial estimate and the current Construction estimate due to a change in project scope. NYSDOT has opted to progress replacement of two adjacent bridges and make improvements within the common Work Zone Traffic Control (WZTC) area on an expedited construction schedule to minimize the impact to the travelling public.
- Proposed Council Resolution 24-60 (Amending the FFYs 2023-2027 TIP by Increasing the Total Cost of the I-390 from Canal Bridge [Exit 16] to Route 33A Preventive Maintenance project)

Increase the FFY 2026 Construction phase from $13,871,300 ($12,484,200 Federal) to $23,871,300 ($22,484,200 Federal).
Increase the FFY 2026 Construction Inspection phase from $1,387,100 ($1,248,400 Federal) to $2,387,100 ($1,248,400 Federal).
The source of existing Federal funds programmed is the National Highway Performance Program (NHPP). Additional funding is necessary to help close the gap between the initial estimate and the current Construction estimate. New construction estimates reflect COVID inflationary pressures and costs associated with significant drainage accomplishment beyond those originally envisioned for the project.
- Proposed Council Resolution 24-61 (Amending the FFYs 2023-2027 TIP by changing the scope of the Ontario County Bridge Preventive Maintenance project)

Change the Project Description from “Conduct preventive maintenance on 4 bridges in the Towns of Phelps, Richmond, and Victor, Ontario County” to “Conduct preventive maintenance on 3 bridges in the Towns of Phelps and Victor, Ontario County”
The source of Federal funds is the Surface Transportation Block Grant (STBG) Off-System Bridge (OSB) Program. Ontario County has determined that one location is no longer a viable candidate for preventive maintenance, and they will address that bridge in a future project. Local matching funds are provided by Ontario County. Due to increased estimates for the remaining bridges, there is no change to the project cost.
- Proposed Council Resolution 24-62 (Amending the FFYs 2023-2027 TIP by deferring select phases of FTA-funded projects from FFY 2024 to 2025)
RGRTA and the FTA were not able to complete the obligation of a grant agreement at the end of Federal Fiscal Year 2024. The FTA requires that funds appear in the TIP in the year that they will be obligated. As such, RGRTA is requesting the eight projects listed below be moved from FFY 2024 to FFY 2025. FTA funds are available over multiple years so fiscal constraint is maintained.

Defer a project with a Total Cost of $21,999,697 ($5,570,564 Federal) from FFY 2024 to FFY 2025.
The sources of Federal funds are the FTA Section 5307 and 5339(a) Programs. The source of State funds is the Accelerated Transit Capital program with a state match. Local matching funds are provided by RGRTA.

Defer a project with a Total Cost of $625,000 ($500,000 Federal) from FFY 2024 to FFY 2025.
