The City of Cibolo is undertaking a comprehensive rewrite of its Unified Development Code (UDC), a regulatory document that guides all aspects of land use, zoning, and development within the city. Originally adopted in 2013 and amended incrementally since then, the current UDC has become a complex, and at times inconsistent, document. The rewrite will modernize these regulations to ensure they support Cibolo's long-term growth, economic vitality, and community goals as outlined in the recently adopted Cibolo Tomorrow Comprehensive Plan.
A comprehensive rewrite involves reviewing and overhauling the entire code to eliminate redundancies, resolve conflicting standards, and incorporate best practices in planning and land development. The goal is to produce a clear, user-friendly, and modern regulatory framework that is responsive to community needs and aligned with evolving state laws. Additionally, the UDC Rewrite will promote transparency and accessibility, ensuring that the code is understandable and navigable for residents, developers, and City staff alike.
This project is being led by Kendig Keast Collaborative, in partnership with City staff, and is expected to take approximately 12 to 18 months. During this time, extensive research, stakeholder collaboration, and public participation will be key to developing a successful UDC that serves the community for years to come.
