LUMO Basics

What is LUMO? 

Our LUMO (Land Use Management Ordinance) is a set of rules that govern how we use and develop land. It covers everything from what types of buildings can be built in a certain area to how our streets and sidewalks are designed.

Why are we updating LUMO?

Our LUMO is over twenty years old, and a lot has changed since 2003.  Over the years, we’ve made some updates and adopted plans for transportation, affordable housing, and climate action, but we're overdue for a comprehensive update. A new LUMO will reflect all of those plans and create a strategic framework for the future. 

Who is doing this work?

  • Staff in the Town’s Planning Department are leading the work, with help from a consultant team and staff in other departments.
  • Community members have provided input and feedback over the last several years as part of other projects and processes.
  • Town Council provides guidance and feedback.  They'll ultimately adopt the new LUMO.

When is this work happening? 

In 2024, we are drafting a new LUMO based on information and input we’ve received and reviewed over the last several years. We're excited to bring it all together, put pen to paper, and create these new land use rules. Throughout this year, staff will share information and updates about the draft LUMO. We expect Town Council to consider adopting the new LUMO this Fall.

Previously Adopted Plans

Staff shared updates and received feedback from Council.  Topics included by-right development, drive-throughs, shelters for people experiencing homelessness, commercial to residential conversions and housing at places of worship, resource conservation districts, and tree protection and landscaping.
