State Route (SR) 118 Westbound Off-Ramp at Hayvenhurst Avenue - Safety Improvement Project
Caltrans District 7 is implementing safety improvements at the westbound State Route 118 (SR-118) off-ramp and Hayvenhurst Avenue in Granada Hills. The project will install a new traffic signal and related upgrades to improve visibility, enhance pedestrian accessibility, and provide clearer, more controlled vehicle movements at this high-use freeway connection. These enhancements are intended to create a safer and more reliable intersection for all roadway users.
Project Overview
The westbound SR-118 off-ramp and Hayvenhurst Avenue intersection currently presents operational and safety challenges due to its layout. These challenges involve limited driver visibility and multiple turning lanes, with dual left-turn lanes and a single right-turn lane.
To address these challenges, Caltrans District 7 will implement signalized improvements at the intersection, coordinating with the nearby intersection of Hayvenhurst Avenue and Rinaldi Street to support more organized and predictable traffic operations.
Key project elements include:
Installation of new traffic signals, new Accessible Pedestrian Signals (APS), and interconnect cables to the existing traffic signals at Hayvenhurst Avenue and Rinaldi Street to coordinate traffic movement
Construction of curb ramps compliant with the American with Disabilities Act (ADA), with two upgrades and one new curb ramp to cross Hayvenhurst Avenue
Installation of a Closed-Circuit Television (CCTV) camera and communication system for traffic operations
New striping, signage, loop detectors, and signal control equipment
The project is currently in the Project Approval and Environmental Document (PA&ED) phase. Construction is anticipated to begin in summer 2028 and conclude by fall 2029.

The Need
The westbound SR-118 off-ramp at Hayvenhurst Avenue is an important access point for the Granada Hills community. The current intersection layout presents challenges for coordinating multiple turning movements and accommodating all roadway users, which can contribute to less predictable traffic flow and an increased potential for vehicle conflicts.
Signalized improvements and related upgrades will address these challenges by helping manage traffic more efficiently, enhancing accessibility, and supporting safer, more orderly movement through this key intersection.

Schedule
The SR-118 westbound off-ramp at Hayvenhurst Avenue Safety Signal Project is progressing through the standard Caltrans project development process. The schedule below reflects the current anticipated timeline and may be adjusted as the project advances.
Project Approval & Environmental Document (PA&ED): Currently underway. This phase includes environmental review, technical analysis, and finalization of the project design concept and construction limits.
Design (Plans, Specifications & Estimate – PS&E): Anticipated to begin following environmental approval. During this phase, detailed engineering plans and construction specifications will be prepared.
Right of Way (if required): Any necessary right-of-way coordination or utility adjustments will occur in parallel with final design.
Construction Start: Anticipated Summer 2028
Construction Completion: Anticipated Fall 2029
Throughout the project lifecycle, Caltrans will continue to coordinate with local agencies and share updates with the public as key milestones are reached.
