OVERVIEW

The Lowcountry is growing, and the communities along the LCRT corridor are at the center of that change. For years, residents and businesses here have worked to build real neighborhoods with history, character, and vitality.  The Transit Oriented Development Planning process ensures the growth ahead strengthens that foundation—and that the people who made these neighborhoods help shape what they become. 

Through 2026 and into 2027, residents and business owners throughout Reynolds Avenue, Mall Drive, and Aviation/Remount are helping develop neighborhood plans that reflect their communities' character and build long-term stability. Alongside that work, the TOD project team is crafting corridor-wide affordability strategies—ensuring that policy-backed affordability solutions and investments move forward together. 

Each of the three neighborhoods at the heart of this work has its own complex history.

  • Reynolds Avenue is a historic commercial corridor anchored by Black small businesses and surrounded by deep-rooted residential communities.

  • Mall Drive is an emerging medical and institutional hub for the region, sitting near the new Roper Hospital, MUSC Outpatient facility, and government buildings. Institutional anchors are surrounded by small neighborhoods with fragmented streets and limited access to nearby centers.

  • Aviation/Remount is a high-traffic area due to the proximity of the Charleston International Airport, major employment centers, and interstate. Abutting the employment centers are small neighborhoods, mobile home communities, and big box shopping centers. 

Alongside the Neighborhood Frameworks Plans, this initiative will also help to craft corridor-wide affordability strategies—ensuring that policy-backed solutions and investments move forward together. 

LCRT construction is approaching, and the decisions made now will define these neighborhoods for generations. This planning effort exists to make sure those decisions belong to the communities they affect. For neighborhoods rich with history and resilience, this is the moment to write what comes next.
