Review of The Town of Front Royal’s existing long-range planning documents as well as any additional documents, including the existing Zoning Ordinance.

The Planning Team will work with staff and elected officials to determine what elements of those plans should be incorporated into this Comprehensive Plan and where the gaps may be.

Leadership Forum and Creation of Public Participation Plan (September 2021)

Joint work session of the Town Council and Town Planning Commission along with key staff involved in the planning process.  This event will provide an opportunity to align leadership expectations for the comprehensive planning process and discuss

Data Inventory and Research; Existing Conditions and other Mapping Data Analysis (October 2021)

Collect the relevant GIS data, census data, and any other additional data to create the initial set of maps of socioeconomic and geographic data, existing conditions of infrastructure, utilities, natural resources, and others as requested.

Public Engagement Strategy #1 – Website and Social Media Outreach (November 2021)

Creation of a new Plan website with integrated comment/questions forms. These will be used to get information out about the Comprehensive Planning process and to pose questions to and create dialogue with social media participants regarding their ideas for the future of the Town of Front Royal.

Public Engagement #2 - Stakeholder Survey (December 2021)

With input from Town staff, our team will develop and publish an on-line Resident Survey to be used in gathering community-wide input regarding priorities and vision for the Town of Front Royal. The survey will be posted here, on the Plan website, made available through social media outlets, and also made available in print for residents who prefer to complete a paper survey or do not have easy access to a computer.  The consultant team will compile and analyze the results of the survey and the results will be posted on the Plan’s website as well.
