CATS 2026 Title VI Program Update
Per the Federal Transit Administration (FTA), CATS is required to submit a Title VI program update to meet the requirements listed in chapters 3 and 4 of the Circular FTA C 4702.1B. A draft document of the 2026 program update can be found at ridetransit.org. Please review the document and provide any comments below.
CATS will share results with the Metropolitan Public Transit Authority (MPTA) over the summer before seeking board adoption/approval. Below is a summary of key changes with this year's submission:
- CATS revised the definition of a "major service change" to include:
- Structural changes that impact 15% or more of existing bus stops along a route
- Changes that impact more than 90-minutes of daily service span
- CATS revised the public notification process for major service and fare changes to:
- Hold public comment meetings to provide input to CATS on the proposed changes no less than 60 days before to the planned implementation date
- Provide a public comment period for a minimum of 30 days
- Provide final notification to the public of what the changes will be no less than 30 days before the planned implementation date
- CATS added four new languages the Language Assistance Plan for translation of CATS documents
