About the Project

Gila County’s Zoning Ordinance regulates how land is used and developed in the unincorporated areas of the County. The ordinance establishes zoning districts, allowed uses for each district, development standards, and procedures to protect public health, safety, and welfare while supporting the County’s long-term goals set forth in the Comprehensive Plan.

The County is undertaking this Zoning Ordinance update to ensure the regulations remain clear, user-friendly, and aligned with current conditions, community needs, and state law. The update will focus on improving the Ordinance's organization, internal consistency, and usability, while considering how zoning can better support the County's rural character, property rights, and the demand future growth. The update will include multiple opportunities for public input. Community feedback will play a key role in shaping revisions and ensuring the updated Ordinance reflects local priorities and values.

Project Kickoff:

Initial community engagement with residents, stakeholders, and County staff allows the consultant team to gather input on local needs, concerns, and priorities. Long-term engagement activities with county residents are designed to ensure community values are reflected in recommendations.

Zoning Analysis and Recommendations:
 Approximately May 2026 - July 2026 

Reviews the existing zoning regulations for consistency with community goals, state law, and best practices. This phase identifies issues, evaluates options, and develops clear, actionable zoning recommendations.

Ordinance Drafting:
 Approximately July 2026 - December 2026 

Translates approved recommendations into draft ordinance language. Proposed code updates are structured for clarity, usability, and legal defensibility while aligning with Gila County’s regulatory framework.

 Approximately December 2026 - February 2027 

Begins the formal review and adoption process through staff coordination, public comment and hearings, and presentations to advisory bodies and the Board of Supervisors.

Provides training and guidance to county staff and decision-makers following adoption. This phase ensures consistent application of the new ordinance and supports smooth implementation.
