Transportation Improvement Program (TIP) Amendments - February 2026
The following amendments will be presented to the GTC Planning Committee for recommendation to the GTC Board for consideration. TIP Amendments to be presented at the GTC Planning Committee meeting on February 12, 2026, and to the meeting of the GTC Board on February 26, 2026.
Amending the FFYs 2026-2030 Transportation Improvement Program / Proposed Council Resolutions 26-04 through 26-13.
NYSDOT, Monroe County, Ontario County, the City of Rochester, and the Town/Village of East Rochester have requested changes to the FFYs 2026-2030 TIP. The TIP Development Committee (TDC) reviewed the proposed changes on January 27, 2026, and recommends favorable action for Proposed Council Resolutions 26-04 through 26-13.
The amendment requests and supporting documents have been grouped and are provided for your consideration in the following attachments:

Recommended Action:
Recommend action by the GTC Board on Proposed Council Resolutions 26-04 through 26-13, amending the FFYs 2026-2030 TIP.
Attachment A – TIP Amendments
Main Office Funded Projects
1. Proposed Council Resolution 26-04 (Reinstating the CR 36 over Honeoye Creek Inlet Bridge Replacement project)
(PIN 4BNY53) – Ontario County
• Reinstate a project with a Total Cost of $2,666,342 ($2,078,400 Federal);
• Increase the Total Cost from $2,341,100 ($2,078,400 Federal) to $2,666,342 ($2,078,400 Federal);
• Add a FFY 2026 Supplemental Construction Phase totaling $325,242 ($0 Federal).
The source of existing Federal Aid is the Bridge New York (BNY) Program, managed by NYSDOT Main Office. Matching funds are provided by Ontario County.
Ontario County is requesting the addition of an eligible Non-Participating Share to cover increased project construction costs. This project was not carried over to the FFY 2026-2030 TIP when that TIP was adopted because it did not have any phases programmed in FFYs 2026-2030; therefore, this action will add the project to the current TIP, and also add a supplemental construction phase. There are no impacts to any other projects, and no impacts to Planning Target funds.
2. Proposed Council Resolution 26-05 (Adding the Bluff Drive Roadway Safety Enhancements project)
(PIN 476155) – Town/Village of East Rochester
• Add a Project with a Total Cost of $250,810 ($238,269 Federal);
• Add a FFY 2026 Detailed Design Phase totaling $40,000 ($38,000 Federal);
• Add a FFY 2027 Construction Phase totaling $195,195 ($185,435 Federal);
• Add a FFY 2027 Construction Inspection Phase totaling $15,615 ($14,834 Federal).
The source of Federal Aid is the Highway Safety Improvement Program (HSIP), managed by NYSDOT Main Office. A local match is provided by East Rochester.
The Town/Village of East Rochester is requesting the addition of this project to the TIP. East Rochester received funding through the Roadway Departure Safety Action Plan for safety improvements to Bluff Drive. There are no impacts to any other projects, and no impacts to Planning Target funds.
3. Proposed Council Resolution 26-06 (Adding the Curve Warning Sign Upgrades, Region 4 project)
(PIN 4CWS01) – NYSDOT
• Add a Project with a Total Cost of $3,375,000 ($3,375,000 Federal);
• Add a FFY 2026 Detailed Design Phase of $275,000 ($275,000 Federal);
• Add a FFY 2027 Construction Phase of $2,750,000 ($2,750,000 Federal);
• Add a FFY 2027 Construction Inspection Phase of $275,000 ($275,000 Federal);
• Add a FFY 2027 Other Phase of $75,000 ($75,000 Federal).
The source of Federal Aid is the Highway Safety Improvement Program (HSIP), managed by NYSDOT Main Office. This project uses Toll Credits to allow for 100 percent federal aid funding. The Scoping and Preliminary Engineering Phases were previously conducted by NYSDOT Main Office. There are no impacts to any other projects, and no impacts to Planning Target funds.

4. Proposed Council Resolution 26-07 (Adding the Routes 5, 33, 63, & 98 in the City of Batavia Preventative Maintenance project)

• Add a Project with a Total Cost of $23,551,783 ($523,803 Federal);
• Add a FFY 2027 Right-of-Way Incidentals Phase of $289,000 ($115,600 Federal);
• Add a FFY 2028 Right-of-Way Acquisitions Phase of $413,900 ($165,560 Federal);
• Add a FFY 2028 Detailed Design Phase of $606,608 ($242,643 Federal);
• Add a Future Year Construction Phase of $20,220,250 ($0 Federal);
• Add a Future Year Construction Inspection Phase of $2,022,025 ($0 Federal).
The source of Federal Aid is the National Highway Performance Program (NHPP) – Planning Target. Matching funds are provided by the state.
NYSDOT is requesting this project be added to the TIP as a seed-funded project. The project was submitted as part of the FFY 2026-2030 TIP Call for Projects, but due to limited federal funding, was not added to the TIP at that time. The additional federal aid is requested from NHPP balances.
5. Proposed Council Resolution 26-08 (Decreasing the Total Cost of the Regional Traffic Operations Center Operations Staffing 2025-2029 project)

• Decrease the Total Cost from $14,909,100 ($11,927,280 Federal) to $13,514,050 ($10,811,240 Federal);
• Decrease the FFY 2026 Other Phase of $2,766,750 ($2,213,400 Federal) to $2,125,000 ($1,700,000 Federal);
• Decrease the FFY 2027 Other Phase of $2,878,300 ($2,302,640 Federal) to $2,125,000 ($1,700,000 Federal).
The source of existing Federal Aid is the National Highway Performance Program (NHPP) – Planning Target. Matching funds are provided by the state.
NYSDOT is requesting this change to reduce the cost of the operations phases to match the negotiated contract for RTOC services. The funds being removed from this project will be added to the NHPP available balances in FFYs 2026 and 2027.
6. Proposed Council Resolution 26-09 (Increasing the Total Cost of the Rt 31, 31A, and Redman Rd Intersection Improvements project)
(PIN 40C103) – NYSDOT
• Increase the Total Cost from $7,046,350 ($6,341,715 Federal) to $8,461,350 ($7,615,215 Federal);
• Increase the FFY 2027 Construction Phase of $5,885,000 ($5,296,500 Federal) to $7,300,000 ($6,570,000 Federal).
The source of existing Federal Aid is the Highway Safety Improvement Program (HSIP) – Planning Target. Matching funds are provided by the state.
NYSDOT is requesting this change to cover increased construction costs, including costs related to soil stabilization, concrete, and utilities. An offset is requested from available HSIP balances; however, HSIP-PT funds are already overprogrammed in 2027.
7. Proposed Council Resolution 26-10 (Increasing the Federal Aid share of the Rt 31 from City Line to I-590 Preventive Maintenance project)
(PIN 40C104) – NYSDOT
• Increase the Federal Aid share of the FFY 2027 Construction Phase from $12,592,393 ($0 Federal) to $12,592,393 ($5,021,958 Federal).
The source of existing Federal Aid is the Surface Transportation Block Grant (STBG) Program Flex – Planning Target. Matching funds are provided by the state.
NYSDOT is requesting this change to draw down a large Non-Participating Share on the Construction Phase. There is no change to the overall project cost, or the Construction phase cost. Additional funds are provided by the Surface Transportation Block Grant (STBG) Program – Large Urban, managed by Main Office.
While this project includes Planning Target funds, these proposed changes will not impact Planning Target balances.
8. Proposed Council Resolution 26-11 (Combining the Hamlin Parma Townline Road Bridge Preventive Maintenance – BIN 3317790 and Parma Center Road Bridge Preventive Maintenance – BIN 3317200 project)

• Combine the Hamlin Parma Townline Road Bridge Preventive Maintenance – BIN 3317790 project (PIN 4MN020) and the Parma Center Road Bridge Preventive Maintenance - BIN 3317200 project (PIN 4MN021);
• Change the Project Name from “Hamlin Parma Townline Road Bridge Preventive Maintenance – BIN 3317790” to “Bridge Preventive Maintenance 2029”;
• Change the Project Description from “Conduct preventive maintenance on the Hamlin Parma Townline Road Bridge (BIN 3317790) in the Towns of Hamlin and Parma, Monroe County.” to “Conduct preventive maintenance on the Hamlin Parma Townline Road Bridge (BIN 3317790) in the Towns of Hamlin and Parma and on the Parma Center Road Bridge (BIN 3317200) in the Town of Parma, Monroe County.”;

The source of Federal funds is the Bridge Formula Program (BFP). Matching funds are provided by Monroe County.
This change is to combine PINs 4MN020 and 4MN021 under one project (PIN 4MN020). There is no change to the scope, cost, or schedule of either project. As part of this change, PIN 4MN021 will be deleted from the TIP. Monroe County has requested combining these projects under one PIN to facilitate more efficient project management and delivery. There is no impact to planning target funds, and this change does not impact any other projects.
9. Proposed Council Resolution 26-12 (Combining the North Main Street Bridge Preventive Maintenance – BIN 3317290, Crittenden Road Bridge Preventive Maintenance – BIN 3361580 and Woolston Road Bridge Preventive Maintenance – BIN 3317850 project)

This change is to combine PINs 4MN019, 4MN022 and 4MN023 under one project (PIN 4MN019). There is no change to the scope, cost, or schedule of either project. As part of this change, PINs 4MN022 and 4MN023 will be deleted from the TIP. Monroe County has requested combining these projects under one PIN to facilitate more efficient project management and delivery. There is no impact to planning target funds, and this change does not impact any other projects.
10. Proposed Council Resolution 26-13 (Deleting the Rochester Running Track Bridge Conversion project)

• Delete a Project with a Total Cost of $14,790,800 ($3,000,000 Federal);
• Delete a FFY 2023 Preliminary Engineering phase of $1,300,000 ($0 Federal);
• Delete a FFY 2023 Detailed Design phase of $1,200,000 ($0 Federal);
• Delete a FFY 2023 Right of Way Incidentals phase of $125,000 ($0 Federal);
• Delete a FFY 2024 Right of Way Acquisition phase of $125,000 ($0 Federal);

The City of Rochester has requested that this project be removed from the TIP.
