Stormwater Recovery Projects
Heavy runoff from storm events can transport sediment and debris into stormwater pipes, leading to clogs that prevent them from functioning properly. Additionally, high-velocity water flows can cause structural damage or joint displacement, potentially resulting in sinkholes. As a result of Helene, three stormwater recovery projects invest $2.2 million to design repairs to damaged stormwater infrastructure at 52 sites around the city prioritizing safety, resilience, and long-term reliability of our infrastructure. These design contracts are a key step in restoring essential systems and strengthening our community against future storms.

Background
On April 28, 2026, City Council adopted resolutions authorizing the City Manager to enter into three contracts for design and engineering for Helene Recovery Projects for stormwater infrastructure across the City:
- Project A – A contract with Ardurra Group NC for $1,001,899 for 23 stormwater sites primarily pipe replacements in the north and west areas of Asheville
- Project B – A contract with Bolton & Menk, Inc. for $1,051,020 for 24 stormwater sites primarily pipe replacements in the east area of Asheville
- Project C – A contract with TRC for $224,800 for five stormwater control measure sites along Craven Street in Asheville
Funding for these projects are anticipated to come from multiple sources, including FEMA PA and Federal Highway Administration (FHWA). City stormwater funds may be required to cover the costs for sites in Project A and B, which don’t qualify for Federal Emergency Management Agency - Public Assistance (FEMA-PA) funding.
The scope of design and engineering services encompasses:
- Analysis of the stormwater system, including, but not limited to, pipe sizing and potential end treatments for mitigation.
- Repair or replacement of any related embankment, subgrade, roadway pavement, curb and gutter, concrete sidewalk, handrails, and armoring or energy dissipation which is disturbed by the pipe replacement or repair.
- Recommendations on mitigation work and opportunities for resiliency.
- Preparation of all necessary regulatory and environmental compliance documentation.
- Final construction documents ready for bid advertising.
