The City Council adopted Chula Vista Municipal Code (CVMC) Chapter 5.56 (Tobacco Retailer) establishing a tobacco retailers permit program to regulate tobacco businesses and prevent the selling of tobacco and tobacco paraphernalia to individuals under the age of 21.

The most recent amendment to CVCM 5.56, the City Council prohibited the sale of flavored tobacco products within the City of Chula Vista.

The City Council made a referral to City Attorney and City Manager to research the City’s Tobacco Retailer Ordinance and provide options to consider strengthening City regulations.

Winter 2025

City staff has researched various data-backed best practices and comparisons to other local and state-wide jurisdictions to develop suggested updates based on the referral that was made.

The main topics or areas of priority have been identified to be:

  • Reduction in the overall number of Tobacco Retailers in the City;
  • Restrictions based on sensitive receptors; and
  • Strengthening penalties for violators.
