Public Comment
The public may speak:
- At the beginning of the meeting on items that are not on the agenda
- Before City Council takes action on any agenda item, including Public Hearings
Speakers may only speak once for up to 2 minutes unless the Mayor sets a different time limit. Speakers may be asked to state their name and should respectfully address the Council through the Mayor.
Speaking in Person
Check in at the kiosk outside of Council Chambers when you arrive. If you don't check in you will not be called on.
Speakers are called in the order received.
- Click Register button below for upcoming meeting.
- Fill out the form.
- Select in person.
- Pick the agenda item you wish to speak on, or choose Non-Agenda Public Comment.

Email written comments to publiccomment@stocktonca.gov
Include the agenda item number or "Public Comment" in the subject line.
Comments received by the deadline will be shared with City Council and included in the official meeting record.
IMPORTANT NOTES
- Please use the same phone number to register and to call into the meeting. The system matches your registration to the phone number you provide. Using a different number may prevent the system from recognizing you, which will cause you to miss your opportunity to speak.
- When you call into the meeting, you should be able to hear the proceedings. You will remain muted until it is your turn to speak. If you cannot hear the meeting, verify that you called in using the same phone number you used to register. Using a different number will prevent the system from recognizing your registration. If needed, disconnect and call back using the registered number, or submit a new registration using the phone number you will use to participate in the meeting.
