Western Big Branch Area Plan
The Town of Apex is updating long-range plans for an area which is historically part of the Friendship and New Hill communities. The area is also located within the western Big Branch Basin watershed, providing the name for the plan. Long-range plans guide the vision for future land use considerations and future transportation connections. The long-range planning process will include multiple opportunities for community input regarding concerns, opportunities, and goals for the area. Community input will be sought before and during the completion of the planning documents. Existing conditions and projected needs will also inform the planning process. This web page will be used to share information about the plan for public review and input.
How Long-Range Plans are Used
Ultimately, this process will inform possible revisions to the 2045 Land Use Map and 2045 Transportation Plan.
- The 2045 Land Use Map is used by the Town to review rezoning and development proposals for consistency with the long-range vision. Actual changes in how property is used would typically not occur until property owners choose to sell their property for future development.
- The Transportation Plan is used to prioritize and guide public projects, such as major roadway changes and infill of bicycle and pedestrian facilities, and to provide notice of requirements for private development, such as right-of-way dedication and roadways that are needed for connectivity.
Initial Study Area Considerations
- Substantial development has occurred around the study area, including in both Apex’s and Holly Springs’ current and future planning jurisdictions. Wake County is a highly desirable location for businesses and residents to locate, so development pressure is high throughout the County’s jurisdiction.
- Property owners and residents have requested that they be included in the conversations regarding how future development might occur, prompting the Town of Apex to launch a study of this area. Under North Carolina state law, no property can be annexed without the written petition of the property owner requesting annexation. The most common reason a property owner petitions for annexation is to gain access to Town services, particularly Town water and/or sewer utilities.
