Imagine 2040

Downtown La Crosse is a distinct urban district where people live, work, and play. The district character is reflective of the unique businesses, institutions, historic buildings, and activities that thrive downtown. Since 1992 the City of La Crosse and Downtown Main Street Inc. have worked together to plan for the future of downtown. It is time to update the City Vision 2020 plan in light of market changes, new developments, and economic pressures that necessitate a new vision for the next 20 years. Ideally during a visioning process there would be many in-person opportunities to engage and provide feedback. Understanding the need to socially distance and respect everyones comfort levels more Zoom meetings and online engagement is planned. Our in-person events may also look a little different, with outdoor open houses (weather permitting) and the potential use of schedule times for people to stop by future events. In the end, this document will be:

  • Visionary, yet realistic
  • Focus on people
  • Address near term resiliency, but create a long-term vision

July 22-25

The project team will be in La Crosse to kick off the project with by walking the downtown with the steering committee, taking photos and getting to know the area, and asking for feedback at the Farmers Markets on Friday night and Saturday morning.

August 10-14

The Design Studio is an opportunity for you to share your ideas for downtown while the design team sketches them out in real time.

September 14-18

The project team will be refining concepts developed during the August visit and conducting discussions and polling.

The document will start to come together with priorities, metrics, and milestones drafted to move forward the goals identified through public engagement.

November

The draft document will be nearing completion and an Implementation Workshop will be held with the steering committee to discuss priorities, barriers and challenges, and define measurements for success.

We invite everyone to attend the Open House to hear the outcomes and final recommendations of the plan and give your feedback.

Consider topics such as the need for new transit stops or bike lanes, the location of parks and open space, identification of downtown gateway enhancements, dangerous pedestrian crossings, parking locations, public improvements such as lighting, seating, and landscaping and any other improvements you think would help downtown thrive.

June: Focus Group Input

The project team will be meeting virutally with hundreds of downtown business and building owners, residents, community leaders, and civic groups to learn more about downtown La Crosse through small group discussions.

Join us August 11th to the 13th at one of our socially distanced stations on Main Street between Civic Center Park and 5th Ave S.  Look at emerging concepts and tell us your big idea for the Image 2040 La Crosse Downtown Plan. Help us design a more resilient and healthier downtown!  Your energetic voice is crucial!

September 14-18: Additional Engagement

Members of the team will be in La Crosse to talk with business owners and meet with neighborhood residents. Public input is still important and we encourage you to participate in focus group meetings and take the survey. The project team will be working with the steering committee to refine your concepts from the August Design Studio.

October: Design Refinement

We will continue to refine the design concepts in preparation of getting your feedback in November before creating the final plan. This may include additional focus group interviews and one-on-one discussions to make sure we captured everyones voice.

November: Pulse Check

We will be sharing some of the emerging concepts and need your feedback through an interactive online tool.

Early 2021

Early 2021 will be the final stages of the approval process where the plan will go to the City Council for the public hearing and final vote to adopt the plan. This is only the beginning. Once the plan is adopted, its time to get to work. It will take more than just the City and DMI to lead the implementation, but all members of the community and various organizaitons to get started on tactical projects that combined will have a big impact on the future of downtown La Crosse.
