The Town's Land Use Advisory Committee is conducting a review of data centers and will evaluate how and where the use might best fit into the community. Throughout the process, this portal will serve as a central resource for project updates, key milestones, engagement opportunities, draft materials, and final recommendations. Why is the Town Studying Data Centers?
The Holly Springs Town Council voted to place a moratorium for up to 12 months on approving any new data centers, data processing facilities, or cryptocurrency mining operations. This temporary hold applies to all properties within the Town limits and the extraterritorial jurisdiction.
The moratorium will allow the Town to study data centers and their potential impacts on the community. The Town's Unified Development Ordinance first began permitting data centers in certain zoning districts in 2010, when many data centers were smaller buildings used for data storage. Over the past several years, as technology has changed and data center operations have advanced, the Town has recognized that current ordinances are outdated.
North Carolina General Statutes do not allow the Town to outright prohibit data centers as a land use in the community. However, the Town can determine which zoning districts a data center may be allowed in, as well as any additional standards required to protect community character, public safety, and community resources. Throughout the study process, the Land Use Advisory Committee will identify potential updates to ordinances and policies to best meet the community's needs.
How Long will the Study Take?
The Land Use Advisory Committee began the study in July 2026. The study is anticipated to conclude in the spring of 2027. Community input is a critical component of the study process.
