The Ohio Department of Transportation (ODOT) is proposing improvements to the intersection of State Route (SR) 46 and County Road (CR) 162 (New Road) in Austintown Township, Mahoning County, Ohio. Public involvement is an important part of project development. ODOT has created this website to serve as a virtual Open House to share information about the project and gather public feedback.

CURRENT CONFIGURATION
The intersection of SR 46 and New Road is located in Austintown Township, Mahoning County. The area north of New Road is suburban and the area south of New Road is generally rural. SR 46 transitions from a two-lane section south of New Road to a five-lane section north of New Road. In the southbound direction the posted speed limit on SR 46 is 40 miles per hour until just south of New Road where it changes to 45 miles per hour. In the northbound direction, the speed limit is 45 miles per hour until N Beacon Drive where it changes to 40 miles per hour. The speed limit on New Road is 35 miles per hour. There are no public transit routes that travel through the intersection and there are no pedestrian facilities (e.g., sidewalks, crosswalks). All approaches include a left turn lane and allow right turns on red. Only the southbound leg has a protected left turn signal. The image below shows the existing lane configuration at the intersection.
TRAFFIC VOLUME AND CAPACITY
Based on traffic data collected on a segment between Notre Dame Avenue/Willow Crest Drive and Colgate Avenue just north of the intersection, the two-way Average Annual Daily Traffic (AADT) on SR 46 was 17,057 vehicles per day in 2021. Passenger vehicles comprise 91% of the vehicle mix. When compared to historical data for that segment, traffic volumes have remained steady or decreased over the previous ten year period.
Intersection delay is the average amount of time, in seconds, that it takes a vehicle to pass through an intersection beyond what would be experienced in a free-flow condition. With the existing signal timings and traffic volumes, delays experienced during the morning peak range from 9.2 to 31.3 seconds and during the afternoon peak delays range from 9.8 to 35.4 seconds, depending on the movement.
Level of Service (LOS) is a measure of traffic congestion for the overall intersection based on the average delay, with LOS A representing minimal delay and LOS F representing high levels of delay. The LOS for the majority of movements in both the morning and afternoon peaks are LOS B and LOS C.
DRIVEWAY LOCATIONS
SR 46 and New Road are not Limited Access Right-of-Way roads, and private driveways are permissible. There are minimal driveways north of the intersection, with each parcel containing one driveway onto SR 46. South of the intersection there are several residences which contain two driveways to a single parcel. On the southeast corner is a driveway for a residence that is no longer present. The Credit Union on the northwest corner has three driveways, one on SR 46 and two on New Road. One of the driveways on New Road is within 100 feet of the intersection.
TOPOGRAPHY
The elevation of New Road rises east of the intersection. A sight-distance assessment was conducted for the eastbound left turn movement as part of the 2023 Safety Study. The assessment concluded that sight distance for eastbound vehicles turning left meets current design standards.
