The UPWP provides federal funds for transportation planning activities undertaken by GTC, its member agencies, and other municipalities throughout the nine-county Genesee-Finger Lakes Region. The upcoming UPWP covers the 2026-2027 fiscal year, which extends from April 1, 2026 to March 31, 2027.
GTC expects approximately $925,000 of federal transportation planning funds will be available for the upcoming fiscal year. Funding for successful applicants will become available after April 1, 2026.
The application period is now closed.

What happens next?
The UPWP Development Committee (UDC), facilitated by GTC staff, consisting of representatives from the regional core counties (Livingston, Monroe, Ontario, and Wayne), City of Rochester, New York State Department of Transportation, Rochester Genesee Regional Transportation Authority, and Genesee/Finger Lakes Regional Planning Council reviews the proposals. The UDC will recommend projects to the GTC Planning Committee in January 2026. The draft program will be released for public review. The GTC Board approves the final plan in February 2026, taking into consideration Planning Committee recommendations and public comments. Following Board approval, planning funds for new projects will be released after April 1, 2026.
Following approval of the UPWP, GTC staff will assign a project liaison to work with each sponsor to implement the project. At the beginning of the project, the sponsor will work with the GTC project manager to develop a written scope and present it to the GTC Planning Committee. At the completion of the project, the sponsor will present a final summary.

The final report cover of transportation planning study completed in 2025. NYSDOT and GTC undertook the project to determine the feasibility of eliminating the existing grade-separated Route 96 and Route 14 interchange in Ontario County. Another aspect of the project was to help transportation facility owners consider a strategic divestment approach to manage assets.
