Neighborhood Water Line Enhancement Projects Area 8
Asheville Water Resources has identified several areas for neighborhood water line replacements beginning in the spring of 2026.
Background
The scope of work for this project includes the installation of approximately 22,000 feet of ductile iron water line and related components, including new residential and commercial service connections.
The project is located in various neighborhoods and commercial corridors throughout the water service district. Project areas include:
- Euclid Parkway
- Avon Parkway
- Saint Charles Place
- Marlowe Drive
- Donna Drive
- Cross Place
- Greenlee Drive
- Wamboldt Ave
- Euclid Blvd
- Success Ave
- Lane Ave
- Inglewood Ave
- Meadow Brook Ave
- Dunn Street
- Clinton Ave
- Stewart Street
- Granada Street
- Cordova Street
- Moreview Drive
- Iris Street
- Forest Street
- Deanwood Circle
- Arbutus Road
- Merrimon Ave at Beaver Creek bridge.
The project will mostly replace existing problematic water lines; which have been identified as a need through a prioritization and master planning process, due to age, pipe failures and future water capacity needs.
Following an audit of the bids by City staff and the project engineers, TP Howard’s Plumbing Co. Inc. was selected as the lowest responsible, responsive bidder.
Total contract amount is $8,135,000.00.
Timeline
In early September, contractors completed work on specific houses, fire hydrant relocations, and performed successful clear water testing for West Euclid Parkway from Merrimon Ave to Midland Dr.
Paving operations have been completed in some areas, including West and East Avon Parkway. Using a road zipper, upcoming work will focus on East Euclid Parkway from Merrimon Ave to Midland Dr.
The project is experiencing schedule delays, with completion in the Euclid/Avon area now anticipated in October 2026. Residents may continue to see temporary traffic control and construction activity in the project area, especially in September and October with new work progressing along East Euclid Parkway. Beginning on or about October 5, additional contractor crews will begin working in the areas of Marlowe Dr and Donna Dr. This will entail temporary traffic control measures, including lane closures and reductions, to install new water lines along the roadway.
The project’s overall completion date has been revised, from fall 2027 to spring 2028.
