Background

The scope of work for this project includes the installation of approximately 22,000 feet of ductile iron water line and related components, including new residential and commercial service connections.

The project is located in various neighborhoods and commercial corridors throughout the water service district. Project areas include:

  • Avon Parkway
  • Saint Charles Place
  • Marlowe Drive
  • Donna Drive
  • Cross Place
  • Greenlee Drive
  • Wamboldt Ave
  • Euclid Blvd
  • Success Ave
  • Lane Ave
  • Inglewood Ave
  • Meadow Brook Ave
  • Dunn Street
  • Clinton Ave
  • Stewart Street
  • Granada Street
  • Cordova Street
  • Moreview Drive
  • Iris Street
  • Forest Street
  • Deanwood Circle
  • Arbutus Road
  • Merrimon Ave at Beaver Creek bridge. 

The project will mostly replace existing problematic water lines; which have been identified as a need through a prioritization and master planning process, due to age, pipe failures and future water capacity needs.

Following an audit of the bids by City staff and the project engineers, TP Howard’s Plumbing Co. Inc. was selected as the lowest responsible, responsive bidder.

Total contract amount is  $8,135,000.00. 
 

 

Timeline

Construction began mid-April to remove a temporary water line that sat atop a sidewalk along Merrimon Avenue. That work, which also entailed restoring the waterline along Merrimon Avenue that was damaged during Helene, has been completed.

Beginning in early May, contractors began working in the areas of East and West Avon Parkway and will progress towards East and West Euclid Parkway.

The waterline along West and East Avon Parkway has been installed along with all the meters along these streets and the properties along both streets have been restored. Customers will see work around their new meter boxes when the transfers are made. The project remains on schedule, and residents may continue to see temporary traffic control and construction activity in the project area. Additional updates will be provided as work progresses.

In August, the crews are expected to be installing the new waterline and new meters along St. Charles Place and West Euclid Parkway, with a goal of having West and East Avon Parkway's pavement restored by late August 2026. 

Substantial completion of the project is currently scheduled for fall 2027.
