The City of Cibolo, in collaboration with Lionheart Places, has initiated an important update to the Cibolo Downtown Revitalization Plan originally adopted in 2014. This project seeks to reimagine and revitalize the historic heart of the City, which is commonly referred to as "Old Town". The Old Town Master Plan will serve as a long-range planning document that guides the preservation, enhancement, and growth of Cibolo's Old Town area – a place rich in culture, history, and community character.
This planning effort builds upon the foundation established by initiatives in City Council's Strategic Plan and the Cibolo Tomorrow Comprehensive Plan, while focusing on creating a vibrant, walkable, and economically sustainable environment. The Old Town Master Plan aims to define a clear vision and the boundaries for the Old Town district, while prioritizing improvements in pedestrian access, mobility, land use, zoning, and infrastructure. In addition, the plan will explore opportunities for enhancing open space, identifying catalytic redevelopment sites, supporting local businesses, and ultimately enriching the quality of life for residents and visitors alike.
The Old Town Master Plan is expected to take approximately 12 to 18 months to complete. Throughout this period, active community participation will be essential. Input from residents, businesses, and stakeholders will play a key role in identifying priorities and shaping thoughtful recommendations that reinforce the social, cultural, and economic fabric of Old Town Cibolo.

We want to hear from you! Whether you're a business owner, resident, or visitor, your input is essential to the development of the Old Town Master Plan.
Old Town Cibolo was originally defined as the area bounded by FM 78 to the south, the railroad tracks extending north to Main Street and Buffalo Trail, and continuing northeast along Buffalo Trail to E Loop 539 within the floodplain. This area includes approximately 188 lots and was formally established as the Old Town Mixed Use Overlay District in 2010.
However, since its adoption, the boundaries of Old Town have been depicted inconsistently across the City’s Zoning Map and Future Land Use Map. A key objective of the Old Town Master Plan is to bring clarity and consistency by confirming the project study area and establishing the final boundaries of Old Town for future planning and zoning decisions.
