About the Climate Action Plan

Here in South Carolina, people can feel the weather changing. Summers are getting hotter, storms are getting stronger, and flooding is happening more often. These changes are putting our communities at risk - making it harder to stay safe and protect our homes, our families, and our way of life. 

Berkeley, Charleston, and Dorchester counties are stronger when we work together. That’s why the Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) has put together a Comprehensive Climate Action Plan (CCAP) that will help us respond effectively and make our whole region more resilient.  

This Plan is about protecting what we all care about—our health, our homes, and our future. By cutting fossil fuel pollution through better transportation options, healthier homes and buildings, and smarter energy use, we can lower bills, protect our health, and reduce harmful waste.  

This project is funded through an EPA Climate Pollution Reduction Grant. The BCDCOG worked together with Sustainability Solutions Group and Community Solutions to develop the plan. 

Project Report 

After two years of collaboration, research, and planning, the BCDCOG has successfully completed the Berkeley, Charleston, Dorchester Regional Climate Action Plan (RCAP, formally known as CCAP) and the accompanying Climate Action Playbook in September 2026. This milestone represents a significant step toward understanding regional greenhouse gas (GHG) emissions and identifying opportunities for meaningful climate action across Berkeley, Charleston, and Dorchester counties.

The RCAP examines the current state of the region, highlighting the sectors and geographic areas with the greatest emissions while providing insight into community needs and priorities. The Climate Action Playbook transforms this analysis into a practical framework of strategies and actions that can help advance a more sustainable, resilient, and prosperous for the region.

Next Steps

As we wait for EPA review of the RCAP, we are exploring options for the creation of a tool kit/project dashboard. The dashboard would help show progress of the plan with tracking current efforts to reduce GHG emissions within the region. Stay tuned and sign up to stay informed on the creation of the tool kit.
