The Utah Department of Transportation (UDOT) has prepared a State Environmental Study (SES) to evaluate adding a lane to Legacy Parkway in each direction from Farmington to I-215.
Study Overview
The Utah Department of Transportation (UDOT) has prepared a State Environmental Study (SES) to evaluate adding a lane to Legacy Parkway in each direction from Farmington to I-215. The new lanes will be added in the center, between the existing northbound and southbound lanes.
These improvements are part of a comprehensive effort to meet travel demand through the year 2050.
Final SES
The final SES has been approved and published. Responses to public comments received during the formal comment period from Sept. 10 through Oct. 10, 2025 can be found in Appendix I.
More information regarding final construction scheduling and phasing will be made available once determined by the contractor and project team.
Noise Wall Balloting Results
Noise wall balloting has been completed for the two noise walls recommended in the final SES: Mountain View Wall (Noise Wall 4) and Foxboro Wall (Noise Wall 5).
Balloting Timeline
- First round of mailed ballots: Nov. 25, 2025
- Second round of mailed ballots: Jan. 12, 2026
- Door to door visits: Jan. 22 and Feb. 2, 2026
- Outreach phone calls: Jan. 29–Feb. 11, 2026
Mountain View Wall
A total of 81% of ballots were returned, with 79% voting in favor of the noise wall. This meets the threshold defined in UDOT's Noise Abatement Policy, so the Mountain View Wall will be constructed as part of the project.
The Mountain View Wall will be located between northbound Legacy Parkway and the Legacy Parkway Trail and will extend from 1250 South to 2425 South in Woods Cross. The height of the noise wall will be 11 feet. View a map of the planned noise wall.
Foxboro Wall
The Foxboro Wall will not be constructed as part of the project because fewer than 75% of the ballots were returned despite rigorous, extended efforts to encourage response from the community. The UDOT Noise Abatement Policy states that at least 75% of ballots must be returned to adequately assess if a noise wall is desired.
