How to participate

Public input during the development of the PEP is essential to make sure the process provides full and open access to all. 

We encourage people to view the draft document either online or request a printed copy and tell us what you think.  The formal public review period runs through Monday, June 29, 2026. Then, the GTC Planning Committee will review a revised version and recommend to the GTC Board for final consideration and adoption in August.

The Genesee Transportation Council (GTC) is seeking your input on a draft update to its Public Engagement Plan.

At its core, the Public Engagement Plan is about how GTC involves the public in transportation planning. It sets expectations for staff, member agencies, and project sponsors, and applies across our major work, such as the Long Range Transportation Plan (LRTP), Unified Planning Work Program (UPWP), Transportation Improvement Program (TIP), and other required plans and federally funded projects.

It lays out how people can participate and how we make the process accessible.

A few highlights:

  • Board meetings follow the spirit of the Open Meetings Law, with no requirement for a published legal notice.  
  • For the development of the TIP, we’re committing to at least one public meeting, with other engagement as needed.
  • We added a new section for the Coordinated Public Transit–Human Services Transportation Plan, ensuring its development process is clearly defined.
  • The most significant revisions being presented relate to UPWP task classifications. The biggest shift is moving away from rigid categories and toward a more flexible, outcome-based approach using three levels of engagement: Inform, Consult, and Involve. This includes replacing the Technical/Data and Planning/Policy categories with a three-tiered engagement framework focused on the type of input needed to shape each project. 

These changes are intended to improve communication, strengthen proposals, support more accurate cost estimates, and create a more consistent and user-friendly public engagement process for project teams.
