Estimate Cost of the Animal Services Facility: $9 Million

*Updated cost as of September 2024

The current Animal Services facility was constructed in 2009 to accommodate the animal population of Cibolo at that time, with 12 dog kennels and some indoor cat kennels and included one (1) Animal Services Officer (ASO). In 2015, the facility added four (4) outdoor kennels. In 2023, the Animal Services team received 545 intakes and expanded the team to five (5) ASOs. The chart below illustrates the required spaces considering the population, shelter size, and projected growth for the City of Cibolo.

Features of the current facility:

  • Modular building that houses a staff of 5 Animal Services Officers and volunteers
  • One restroom used by staff and visitors
  • Current space does not allow for separate kennels for adoptable, stray, isolated, and quarantined animals
  • Cats are housed in the same room as small dogs, laundry, medical, and intake evaluations and pose a high-stress environment
  • Lack of indoor meet and greet space; outdoor meet and greet play yards are not ADA accessible
  • Facility can only be accessed through the Public Works parking lot
  • Limited site expansion

The Animal Services office has offered many services to our residents since 2009, and looking to the future; City Council selected the best option presented by the Consultants in order to meet the City’s projected needs for 2040. This option will possibly relocate the animal shelter to W. Schaefer Road near the Cibolo Sports Complex or another City owned property. The new facility will include approximately 10,500 square feet of usable space and will allow for future expansion if ever needed.

The current Cibolo Animal Services is located at 108 Cibolo Dr.

Proposed Facility Features:

  • Entry plaza and lobby space
  • Large break room and training room
  • Workspace and offices to accommodate full staff and volunteers
  • Separate cat rooms and dog kennels for adoptions, stray, laundry, and quarantine
  • Indoor cat playroom
  • Separate facility workroom for food prep, laundry, and grooming
  • In-house food storage area
  • Drive-thru sallyport
  • Medical room

The consultants prepared the following option for the City Council presentation based on the Shari D. Coleman Animal Shelter & Adoption Center in Pearland, TX.
