About the Project
Navajo County’s existing Comprehensive Plan was first adopted in May 2004, following the adoption of Growing Smarter legislation in Arizona, and most recently re-adopted by the Board of Supervisors in May 2023. Navajo County’s Comprehensive Plan has not seen any major updates since its original adoption, although there have been changes in population and demographics over the past twenty (20) years.  The Navajo County 2050 Update bridges this important long-range document with the community’s vision and values for the future of the County.
 
This Update focused on exploring and defining the ways the County has changed over the past twenty (20) years, looking to the future, and creating a community-built vision that guides the County’s day-to-day decisions more accurately and holistically.
 
The process had 6 phases and ran through December 2024. The final plan was adopted by the County on January 14th, 2024!

A comprehensive plan is an overarching policy document that articulates the community’s vision for the future of Navajo County. The plan is developed by and for the community through robust public engagement, which is then translated into a policy framework that guides development over the planning period (10-20 years). A comprehensive plan is not a regulatory document and solely intends to provide recommendations from the community and for the County.

Navajo County has changed over the last 20 years. This Update will reevaluate the community’s values and preferences for change in the future. The Update will also reflect the historic aspects of the County that the community wants to keep while adapting to new trends, industries, and ideas.

The development of the Comprehensive Plan is required by State Statute, Arizona Revised Statutes (ARS) § 11-804, with guidance and direction from the community. The topic areas for the Update will be land use; circulation (transportation); water resources; energy, environment, and open space. Through the planning process, community engagement strategies are designed to gather and integrate public feedback into the Update that ultimately addresses the topics that you - the community - care about.
