What is the UPWP?

The BRTB’s Work Program and Budget is known as the Unified Planning Work Program (UPWP) for Transportation Planning. The UPWP responds to a federal requirement that calls for a plan which details projects, studies and other activities to be completed by BRTB members and staff of the Baltimore Metropolitan Council (BMC).

The BRTB develops this list of regional transportation planning activities every two fiscal years.  UPWP funds support staff for regional planning activities with some consultant assistance. The expected budget for FY 2024 is between $7 and $8 million.

Identifying Potential Tasks and Budget Requests

The Transportation CORE is invited to share ideas for the next UPWP. These ideas will be considered by BMC staff and BRTB Technical Committee members who collaborate on identifying potential tasks for FY 2024 work plan and budget.

Release for 30-day review and comment

The BRTB will release an updated draft work program and budget for a 30-day public review and comment period.  Federal partners will also be consulted in this review process.

Review and Respond to Comments

BMC staff and BRTB members will review public comments and respond to feedback.

BRTB Votes

The BRTB will consider approval of the updated budget and work plan for FY 2024. A vote by the BRTB is scheduled for mid to late April 2023.
