The Climate Action and Adaptation Plan was officially adopted on August 20, 2024!

Some key actions to acheive the Cornerstone measure are:
- Economic development to attract green and clean energy businesses
- Green workforce development in climate industries
- Pinole businesses' participation in the County's Green Business program

Some key actions to achieve the Building Energy measures are:
- Adoption of a single margin source energy code/more stringent ordinance to avoid new gas infrastructure
- Electrification infrastructure and capacity feasibility study
- Building decarbonization workforce development
- Increased account enrollment in MCE's Deep Green option
- Adoption of a reach code requiring central A/C installation be a two-way cooling and heating unit
- Virtual all-electric building resource center creation
- Barriers and financing options assessment
- Building performance standard program development

Some key actions to achieve the Transportation measures (pp. 42-56) are:
- Continued development of the City's Active Transportation Plan
- Expansion of existing rebate programs for active transportation modes and gear
- E-bike rental program pilot
- Optimization of public transit routes and transit route times
- Improvement of bus shelters
- Adoption of an ordinance to require a transportation demand management plan of all employers with 25+ employees
- Adoption of EV reach codes for commercial and multi-family EV charging infrastructure
- Off-road equipment decarbonization

Some key actions to achieve the Solid Waste measures (pp. 57-68) are:
- Education of high organic generation commercial accounts
- Establishment of neighborhood swap meets through Resource Recovery Day
- Increased food and prepared meals recovery to food banks
- Comprehensive organics collection outreach program
- Refill pop-ups at local community events
- Creation of a Terracycle collections program for unconvential recycable materials
- Performance disincentives for non-compliance with construction and demolition materials

- Adoption of a Water Conservation and Water Shortage Contingency Program Ordinance

- Adoption of a Strategic Tree Plan to inform a Community Urban Forest Plan
- Municipal Code amendment to include street tree requirements
- Development of a City incentive program for new tree planting on private properties
- Blue carbon ecosystem resotration and expansion
- Concrete carbon sequestration

Some key actions to achieve the Carbon City Infrastructure & Operations measures (pp. 80-94) are:
- Adoption of an electrification ordinance for new construction
- Completion of a Municipal Electric Vehicle Infrastructure Plan
- Adoption of an emissions-free equipment purchasing policy
- Development of a municipal transportation demand management plan
- Development of a schedule of water efficiency improvements
- Performance of a waste audit every two years

- Identification of Climate Coordinators in each City department
- Conduction of annual Staff surveys to implement and monitor progress
- Performance of a community GHG inventory every two years and a municipal inventory every 5 years

- Assessment of pime locations for resilience centers with backup battery storage
- Preparation of emergency preparedness and evacuation communications in multiple translations
- Assessment of shelters for climate displaced residents
- Identification of flood mitigation actions
- Conduction of a shoreline stabilization study
- Mapping of the urban heat island effect and mitigation via reflective paint murals
- Preparation and adoption of a Vegetation Management Plan for high fire risk areas
