Clark County Department of Environment and Sustainability, Division of Air Quality (DAQ) had a public workshop on a draft rule to regulate the use of emulsified asphalt in Clark County.
The draft rule considers a 3% volatile organic compound (VOC) content limit for emulsified asphalt. The rule is intended to satisfy contingency measure requirements for the Clark County Serious Ozone State Implementation Plan.
DAQ invited asphalt manufacturers, suppliers, contractors, public works departments, and other stakeholders involved in the production, distribution, and use of emulsified asphalt to attend the workshop and provide input. The workshop included a presentation of the draft rule framework, the anticipated emissions benefits, and an opportunity for public feedback.
The workshop was conducted virtually via Microsoft Teams on Tuesday, July 22, 2025, at 10:30 AM – 12:00 PM.
