Make an e-Comment

All comments and information submitted through e-Comment will be shared with the Board of Supervisors and become part of the official public record. In order to leave a comment or register to speak, you will need to create an account.

To create an account, click on the Sign Up link at the top right corner of the eComment webpage. The only fields that are required are email address and password. To protect your privacy, if you do not want your full name and/or address included in the official record, do not complete those fields. Please note that all e-Comments are publicly viewable by anyone visiting the page.

Online sign up through eComment ends two hours prior to the meeting. If you would like to speak and have not signed up by that time, please e-mail the clerk at [email protected]

Once you sign up, you will receive this message:
Thank you for registering to speak at the upcoming Board of Supervisors meeting. Follow this link for instructions on how to join the virtual meeting. Once you have joined the meeting, staff will communicate with you through chat to let you know when it is time to speak.

If for any reason you cannot be present at the meeting to speak, please cancel your request through eComment (may be done online up to two hours prior to the meeting) or by e-mailing [email protected]. If you cancel your request to speak, you are encouraged to leave an eComment that will be part of the public record.

First, you have to be in the meeting.

Once you are in the meeting, you will receive instructions via the Chat window in the Zoom application. Board Chair Ned Gallaway will announce the beginning of the public hearing and Board Clerk Claudette Borgersen will announce your name prior to your speaking.

The list of speakers, in speaking order, will be shared in the chat window. This will be a list of folks who signed up in advance. 

At that time, Claudette will also ask, via the chat window, if anyone who is in the webinar would like to speak. She will type this into the chat window: "If you do not see your name on this list or you did not sign up in advance of the meeting, and you would like to speak, please let me know at this time by responding to this chat and you will be added to the list."

You will be able to speak if you join late, just like an in person meeting. You may let Claudette know you want to speak at any point throughout the public hearing through the chat.

Press # to enter the meeting without a Participant ID. You will be muted but able to listen to the meeting. If you have signed up in advance, your name will be called as it is listed in the speakers list.

If you have not signed up in advance, dial *9 if you would like to speak. Dialing *9 will inform staff that you wish to speak.

When it is your turn to speak, the host will announce you by the last 4 digits of your telephone number. Phones will be muted/unmuted by staff. When your phone has been unmuted, you will be verbally alerted by staff that you may begin to speak. At the end of the allotted speaking time, staff will ask you to end your comments.

To attend by phone, you need two things; the phone number 301-715-8592 or 888-475-4499 and the Webinar ID 872 3327 1783.

When you dial into the phone number, you will be prompted to do one of the following:

  • You will be asked to enter the Webinar ID followed by the pound sign (#).
  • If the meeting has not been started by the host (Albemarle County), you will be prompted to press pound (#) to wait as a participant. Press #.
  • You may be prompted to enter a unique participant ID. Albemarle County does not create participant IDs for virtual meeting attendees. Press # to skip.

You will then hear a message that you are joining the meeting on mute. You will be able to listen to the entire meeting.

During public comment, dial *9 if you would like to speak. Dialing *9 will inform staff that you wish to speak.

The link is live when the meeting commences and recordings are posted the day after the meeting.

Speakers are limited to one appearance of three minutes per public hearing item. Individuals are allowed three minutes to speak, unless otherwise decided. At the end of the three minutes you will be asked to end your comments.

If more than 10 speakers are signed up to speak, the time allotted to speak may be reduced to two minutes. The Board requests that speakers adhere to the following guidelines:

  • When called, state your name and magisterial district
  • Address comments directly to the Board as a whole
  • If you exceed your allotted time, you will be asked to end your comments
  • If a speaker does not use all allocated time, the unused time may not be shared with another speaker
  • Speakers are permitted one opportunity to comment during each of the public comment periods per meeting
